FROM: MARINA HORTA-GALLEGOS, HUMAN RESOURCES DIRECTOR TITLE: CITY OBSERVED HOLIDAYS AND SIDE-LETTER AGREEMENTS FOR PUBLIC SAFETY UNITS RECOMMENDED MOTION:
A motion authorizing the City Manager to sign side-letter agreements with the Fire Supervisors Association (FSA), Salinas Firefighters Local 1270, and Police Managers Association (PMA) recognizing Cesar Chavez Day and Juneteenth as holidays.
EXECUTIVE SUMMARY:
Staff recommend that the City Manager is authorized to sign side-letter agreements with the FSA, Salinas Firefighters Association Local 1270, and PMA to recognize Cesar Chavez Day and Juneteenth as holidays.
BACKGROUND:
Cesar Chavez Day is celebrated on his birthday, March 31st. In 2014, President Barack Obama declared Cesar Chavez Day a national commemorative holiday. California is among several states that recognize Cesar Chavez day as a state holiday by closing schools and government offices.
On June 16, 2021, President Joe Biden signed a bill passed by the Senate and House to officially recognize Juneteenth as a federal holiday.
In 2023, the City agreed with the non-public safety units and the Police Officers Association to recognize Cesar Chavez Day and Juneteenth as City holidays in their respective Memoranda of Understanding and Compensation Plans. These holidays will be observed on March 31 and June 19, respectively. The City’s Personnel Manual provides that, “The number of paid holidays per year is fixed by the City Council and provided in the appropriate MOU. All employees in the classified service receive time off with pay for these authorized holidays. Municipal offices shall be closed on the legal holidays on the dates and time specified in the appropriate MOU.” Staff recommend that the Fire Supervisors Association, Salinas Firefighters Association Local 1270, and the Salinas Police Managers Association be included in the recognition of these holidays consistent with all other classified staff.
