TITLE: DIRECT PURCHASE OF 12-PASSENGER VAN
RECOMMENDED MOTION:
A motion to approve a Resolution authorizing the Purchasing Agent to complete the direct purchase of one 2024 Ford Transit 12-Passenger Van for a total cost not to exceed $61,365.70.
RECOMMENDATION:
Staff recommends that City Council approve a Resolution authorizing the Purchasing Agent to complete the direct purchase of one 2024 Ford Transit 12-Passenger Van for use by Police Department staff. Total cost for the vehicle shall not exceed $61,365.70.
EXECUTIVE SUMMARY:
The Salinas Police Department (SPD) has identified funding to purchase one 2024 Ford Transit 12-Passenger Van to be used by SPD staff for transporting our Youth Cadets to various Cadet sponsored activities and community service events. The 12-passenger van will also be used to transport PD staff when necessary. The State of California order bank is currently open for these vehicles, which allowed us to secure a quote for this vehicle at the lowest possible cost. The Department is requesting authorization to purchase the van for a cost not to exceed $61,365.70.
BACKGROUND:
The Salinas Police Department has been focused on ensuring we have a fleet that meets the many needs of the department. Last fiscal year the City was awarded a California Violence Intervention and Prevention (CalVIP) Grant to enhance community engagement activities, with a focus on youth services. Our new community outreach and engagement unit is dedicated to reviving the Youth Cadet Program by discovering opportunities to create a positive presence in our community through community service events. For this reason, it is vital to have access to a vehicle that can provide transportation for large groups with less drivers. Having a larger vehicle that requires less drivers is a benefit to SPD during this time, as we are experiencing critical staffing levels.
In reviewing vehicles with the Public Works Fleet Manager, we identified the 2024 Ford Transit 12-Passenger Van as the appropriate vehicle for the Police Department’s needs. This request aligns with the Fleet Department’s objectives related to vehicle replacement and fleet consistency. The State of California contracts with Downtown Ford in Sacramento for procurement of Ford Transit Vans. The order bank is currently open for these vehicles, which allowed us to secure a quote for this vehicle at the lowest possible cost via the State of California procurement process.
Over the last few years, all Departments have struggled with purchasing fleet vehicles. Departments have spent significant amounts of time trying to locate or order new and replacement vehicles. Given the delay between ordering and receiving vehicles, we are adding a 5% contingency to the authorization to ensure our ability to complete the purchase should there be any unexpected cost increase or adjustment of vehicle options on the vehicle available for purchase. The quote from Downtown Ford is $58,443.52. With the addition of a 5% contingency, we are requesting approval for the direct purchase of a 2024 Ford Transit 12-Passenger Van from Downtown Ford in Sacramento for a cost not to exceed $61,365.70. The City Council has the authority to approve this direct purchase pursuant to Salinas Municipal code Section 12-27 and Salinas Municipal Code Section 12-28.080.
POLICE COMMUNITY ADVISORY COMMITTEE:
The Acting Police Chief discussed this direct purchase request with the Police Community Advisory Committee on May 22, 2024. The Committee had no questions or comments related to this purchasing request.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
Approving the proposed resolution will support the City Council’s Strategic Plan Goals of Public Safety, Youth and Seniors, and Effective and Culturally Responsive Government.
DEPARTMENTAL COORDINATION:
The Police Department will coordinate with the Public Works and Finance Departments during the purchasing process.
FISCAL AND SUSTAINABILITY IMPACT:
Funding is included in the Proposed FY 2024-25 Budget within the Fleet Vehicle Replacement Account 7121-40.4130.
