TITLE: ACCEPTANCE OF THE CITY HALL EMERGENCY ROOF REPAIRS RECOMMENDED MOTION:

A motion to approve a Resolution accepting the City Hall Emergency Roof Repair Project for maintenance and responsibility.

EXECUTIVE SUMMARY:

On April 4, 2023, City Council approved a resolution awarding WeatherWeld installer FC & Sons Roofing Inc. a construction contract for the sum of $646,271. The contractor completed the original contract work, the scope additions, and punch list items on June 4, 2024.

BACKGROUND:

Storms of 2023 amplified already extensive deferred maintenance of the Salinas City Hall roof. City staff had reported multiple leaks throughout City Hall, the nature of these leaks led to the damaging of ceiling tiles, walls, flooring, and electronic equipment. The damage to the structure and impact to workplace conditions led staff to contact local contractors and a specialty company to provide estimates for the repair of the entire 1st floor and 2nd floor roof at City Hall. It was determined that a WeatherWeld authorized installer, FC & Sons Roofing Inc., would be the recommended contractor.

On April 4, 2023, City Council approved Resolution No. 22672 which authorized procurement by negotiated contract for the Salinas City Hall Emergency Roof Repair alongside the execution of a construction contract with an authorized WeatherWeld installer for $646,271 by the City Manager.

On June 13, 2023, the Council approved Change Order No. 1 in the amount of $412,031 adding asbestos abatement of the first floor.

On October 10, 2023, the Council approved Change Order No. 4 in the amount of $748,122 adding the replacement of the deteriorated metal roof deck.

There were fifteen (15) total change orders for a total sum of $1,605,916.49. The final contract total amounted to $2,252,187.49. Changes included full abatement of the 1st floor of City Hall, demolition of roof decking, demolition of damages interior walls, demolition of HVAC system, installation of new metal roof deck and supports, and installation of new roofing system, roof curb and expansion joint.

The contractor completed the original contract work, the scope additions, and punch list items on June 4, 2024. The construction methods and materials met the Project Specifications as forth by the contract documents and the repair project has been deemed complete.

CEQA CONSIDERATION:

The City of Salinas has determined that the proposed action is categorically exempt from environmental review under the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15301).

DEPARTMENTAL COORDINATION:

The Public Works Department is collaborating with Legal, Administration and Finance Departments.

FISCAL AND SUSTAINABILITY IMPACT:

The project was funded with ARPA funds identified in CIP 8170, Adaptations to City Hall. The total construction cost was $2,252,187.49.
