RESOLUTION NO. (N.C.S.)
A RESOLUTION APPROVING PLANS AND SPECIFICATIONS; AUTHORIZING BID AWARD AND EXECUTION OF CONTRACT TO GRANITE CONSTRUCTION COMPANY; AND APPROVING THE transfer of funds from Fund 2306 – (Development Fees – Arterial) to CIP 9510 – Boronda Road Congestion Relief Project WHEREAS, the Boronda Road Congestion Relief Project, CIP No. 9510 is one of the identified priority projects in the current CIP; and WHEREAS, on February 26, 2024, the Boronda Road Congestion Relief Project Phase 1; CIP No. 9510 was advertised for bidding; and WHEREAS, representatives of the City Clerk of Salinas on May 28, 2024, at a public meeting held virtually via Zoom, publicly opened, examined, and declared all bids or proposals received via PlanetBids, an electronic bid advertisement website for the Boronda Road Congestion Relief Project Phase 1; CIP No. 9510 in accordance with the plans and specifications for such work on file in the office of the City Clerk; and WHEREAS, the lowest bidder, Granite Construction Company, submitted a bid that is 14.6% above the engineering estimate, but is reasonable; and WHEREAS, City staff thereupon reported the results of the bidding to the City Council at its regular meeting on June 18, 2024, and the Council in open session at said meeting examined the report of staff.
NOW, THEREFORE, BE IT RESOLVED that pursuant to Salinas City Charter Section 13.1 and City Code Section 12-21, in reference to the Boronda Road Congestion Relief Project Phase 1, CIP No. 9510, that all of said bids or proposals are rejected except the bid of Granite Construction Company, (hereinafter referred to as “Successful Bidder”), being the lowest and best bid, which is hereby accepted. The subject contract is hereby awarded to said Successful Bidder for the sum of $15,637,796.93 (Base Bid minus Items 142, 143, 144 Plus Items 145, 146, 147, 148,149), and more specifically at the unit prices particularly set forth and contained in the Proposal for the Boronda Road Congestion Relief Project Phase 1, CIP No. 9510, of said Successful Bidder previously filed in the office of the City Clerk on May 28, 2024. Said sum shall be paid by the City of Salinas to said Successful Bidder in cash, lawful money of the United States of America, payable at the time and in the manner specified in the plans and specifications and contract documents for the project filed in the office of the City Clerk, entitled “Boronda Road Congestion Relief Project Phase 1, CIP No. 9510”; and BE IT FURTHER RESOLVED that said plans and specifications are hereby accepted and adopted for said work and are also referred to for all of the details and particulars thereof, and said plans and specifications are by reference incorporated in and hereby made a part of this resolution; and BE IT FURTHER RESOLVED that the Mayor of Salinas is hereby authorized and directed on behalf of the City of Salinas to execute a contract consistent with the Proposal of said Successful Bidder for said work; and BE IT FURTHER RESOLVED that the transfer of funds from Fund 2306 (Development Fees – Arterial) in the amount of $5,300,000 to CIP 9510 – Boronda Road Congestion Relief Project is hereby approved.
