A RESOLUTION APPROVING THE ESTABLISHMENT OF AN ON-CALL LIST AND MASTER SERVICE AGREEMENTS FOR PROFESSIONAL SERVICES BETWEEN THE CITY OF SALINAS AND THE FOLLOWING CONSULTANTS: 4LEAF, INC.; CSG CONSULTANTS INC.; RINCON CONSULTANTS, INC.; EPICUS GROUP; DENISE DUFFY & ASSOCIATES INC.; AUSONIO INC.; AND CUMMINGS GROUP FOR ON-CALL PROJECT MANAGEMENT, ENVIRONMENTAL SERVICES, CONSTRUCTION MANAGEMENT, AND INSPECTION SERVICES WHEREAS, the Community Development Department has identified the need to utilize on-call consultants to perform Project Management, Environmental Services, Construction Management, and Inspection Services for several Capital Improvements Projects (CIPs) in the pipeline; and WHEREAS, on April 19, 2024, the City of Salinas published and released a Request for Qualifications (RFQ) to identify consultants with the required qualifications to provide on-call services for: Project Management, Environmental Services, Construction Management, and Inspection Services; and WHEREAS, on May 3, 2024, the Housing Community and Community Development Division received eight (8) Statements of Qualifications (SOQ) from the following consultants: 4Leaf, Inc., CSG Consultants Inc., Rincon Consultants Inc., Epicus Group, Denise Duffy & Associates, Inc., Ausonio, Inc., Cumming Group, and RefineM LLC; and WHEREAS, a rating and ranking committee consisting of Community Development Department staff reviewed each SOQ and based on the criteria set forth in the Request for Qualifications, the following seven (7) consultants were selected to be included on the three-year On-Call List: 4Leaf, Inc., CSG Consultants Inc., Rincon Consultants Inc., Epicus Group, Denise Duffy & Associates, Inc., Ausonio, Inc., and Cumming Group; and WHEREAS, the three-year On-Call List of consultants for Focus Area 1, Project Management is as follows: Cumming Group, Ausonio, Inc., CSG Consultants Inc., and Epicus Group; and WHEREAS, the three-year On-Call List of consultants for Focus Area 2, Environmental Services is as follows: Denis Duffy & Associates, Inc., Rincon Consultants Inc., and CSG Consultants Inc.; and WHEREAS, the three year On-Call List of consultants for Focus Area 3, Construction Management is as follows: Cumming Group, Ausonio, Inc., CSG Consultants Inc., 4Leaf, Inc., and Epicus Group; and WHEREAS, the three year On-Call List of consultants for Focus Area 4, Inspection Services is as follows: 4Leaf, Inc. and Epicus Group; and WHEREAS, the award of one or more of the focus area services will be on a competitive and project by project basis based on a request for proposal among the different consultants on the On-Call List for each CIP in the pipeline.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council approves the establishment of a three-year On-Call List of consultants for Project Management, Environmental Services, Construction Management, and Inspection Services to include 4Leaf, Inc.; CSG Consultants Inc.; Rincon Consultants Inc.; Epicus Group; Denise Duffy & Associates, Inc.; Ausonio, Inc.; and Cumming Group; and BE IT FURTHER RESOLVED, that the Salinas City Council authorizes the City Manager to execute a three-year Master Services Agreement for Professional Services with the seven consultants on the On-Call List for a compensation amount not-to-exceed amount of $300,000 to provide one or more of the following services: Project Management, Environmental Services, Construction Management, and Inspection Services on a competitive and project by project basis; and BE IT FURTHER RESOLVED, that the City Manager is authorized to execute subsequent scopes of work under the Master Services Agreement to support the efficient completion of Capital Improvement Projects (CIPs) provided the consultants is, at all times throughout the term thereof, in compliance with the terms and conditions of the Master Service Agreement for Professional Services.
