DATE: JUNE 18, 2024
DEPARTMENT: FINANCE DEPARTMENT
FROM: SELINA ANDREWS, FINANCE DIRECTOR
BY: CARLOS ORTEGA, IT DIVISION MANAGER
TITLE: PURCHASE OF BATTERY BACKUP SYSTEM FOR SERVERS
RECOMMENDED MOTION:

A motion to approve a Resolution authorizing the Purchasing Agent to purchase an Uninterruptible Power Supply system from CDW-G LLC., for server equipment in an amount not to exceed $81,000.

EXECUTIVE SUMMARY:

Approval of the Resolution will allow the City to continue to provide reliable and consistent access to servers and network equipment hardware that run City-wide technology applications and network services. The current Uninterruptible Power Supply (UPS) devices located in the Information Services Division’s server room have exceeded their recommended hardware lifecycles and need to be replaced. The proposed UPS purchase encompasses a complete solution that will provide reliable power to all server and network equipment located in the Information Services Division’s server room.

BACKGROUND:

The City’s core technology infrastructure relies on clean and consistent power from the PG&E grid. In the event of power outages, due to unforeseen circumstances, a UPS device provides power to the equipment until backup generator power becomes available. Currently, the server room has fourteen (14) medium size UPS units that have exceeded their recommended hardware life cycles. Rather than replace all fourteen (14) units, the Information Services Division has elected to evaluate a UPS solution that consolidates into one large UPS unit.

Information Services Division staff collaborated with Cadence Team Inc., to evaluate the power requirements of the server hardware and engaged Schneider Electric to perform a power assessment of the server room. The assessment was conducted over a period of three (3) days and the information gathered from the report was used to recommend a large UPS unit. The proposed UPS unit will reduce operating expenses by utilizing high voltage and proper unit sizing.

Cadence Team Inc., CDW-G, LLC., and Schneider Electric IT Corp. provided quotes for identical units and accessories. CDW-G, LLC. provided the lowest quote as part of the Government Cooperative Purchasing Program. A 5% contingency has been factored into the total amount.

Funding has been approved as part of the FY 2023-24 Annual Budget.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN INITIATIVE:

This request supports City Council’s Strategic Goals and Strategies of Effective and Culturally Responsive Government, by ensuring that the information systems can support City programs, projects, network infrastructure and City services.

DEPARTMENTAL COORDINATION:

This staff report has been coordinated with the Public Works Department, City Manager’s Office and the City Attorney’s Office.

FISCAL AND SUSTAINABILITY IMPACT:

Funds are available and appropriated in 1000.20.2033. No additional funding is required at this time.
