FROM: KIMBLEY CRAIG, MAYOR
BY: PATRICIA M. BARAJAS, CITY CLERK
TITLE: CITY COUNCIL COMMITTEES/REGIONAL BOARD APPOINTMENTS RECOMMENDED MOTION:
A motion to approve the updated committees/regional board appointments.
EXECUTIVE SUMMARY:
Annually, and following an election, the Mayor is required to make appointments to the City Council subcommittees and regional boards on which the City is represented followed by ratification by the City Council. In February 2024, the City Council ratified the appointments for the 2024 calendar year. The resignation of Steve McShane, former District 3 Councilmember effective May 10, 2024, left vacancies on multiple city committees and regional board. This report is intended to present the City Council with the list of appointments to fill such vacancies. Appointment shall be made to ensure representation on all boards and committees.
BACKGROUND:
In February 2024, the City Council ratified the Mayor’s appointments to City Committees/Regional Boards for calendar year 2024. Pursuant to Salinas City Code Section 2-1, Rule 2(c), the Mayor may make appointments to the Council Subcommittees and Regional Boards upon assuming office at a City Council meeting. Additionally, Section A.3 of the City Council Rules of Procedure and Order of Business, City Council Resolution No. 20742 (N.C.S.), also allows the Mayor to appoint City Council members to regional board or other legislative bodies on which the City Council is represented.
On December 2022, the City Council requested changes to Salinas Municipal Code and the City Council Rules of Procedure and Order of Business as they relate to the Mayor’s appointment authority and other sections. The Committee’s recommended changes will be scheduled for future Council consideration and will depend on the timing of any follow-up to City Council Strategic Planning process or as an independent Consideration item at an upcoming regular session of Council.
Attached are the recommended appointments as presented by Mayor Craig for Council approval with the vacancies left by former Councilmember Steve McShane highlighted in blue. Following a discussion between the Mayor and current District 3 Councilmember, Jesus Valenzuela, the Mayor is proposing that Councilmember Valenzuela be appointed to these vacancies highlighted in blue.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
