TITLE: AGREEMENT WITH THE COUNTY OF MONTEREY FOR EVALUATION SERVICES RECOMMENDED MOTION:
A motion to approve a Resolution authorizing the City Manager to execute an Agreement with the County of Monterey to provide evaluation services for an amount not to exceed $105,000.
RECOMMENDATION:
Staff recommends that the City Council approve a Resolution authorizing the City Manager to execute an Agreement with the County of Monterey for Organized Retail Theft (ORT) Grant related evaluation services at the Monterey County Health Department during the period July 1, 2024 through June 1, 2027.
EXECUTIVE SUMMARY:
In September 2024, the Salinas Police Department was awarded an Organized Retail Theft (ORT) Grant in the amount of $3,573,307 from the Board of State and Community Corrections. Grant funds shall be used to assist the department in preventing and responding to organized retail theft and motor vehicle theft. As part of the grant, the City must submit both a Local Evaluation Plan and a Final Local Evaluation Report. The Department is requesting to contract with the County of Monterey for ORT Grant related evaluation services to be provided by the Monterey County Health Department in an amount not to exceed $105,000. Evaluation activities are fully funded by the ORT Grant.
BACKGROUND:
The California Budget Act of 2022 (Senate Bill 154) established the Organized Retail Theft (ORT) Prevention Grant Program. The Board of State and Community Corrections Board (BSCC) awarded the Salinas Police Department a grant totaling $3,573,307 for the period October 1, 2023 through June 1, 2027.
The Salinas Police Department (SPD) is developing an ORT and Motor Vehicle Theft (MVT) Prevention Program to implement new and enhanced current strategies to respond to the growing threat of organized retail crime and the continuing high rate of motor vehicle theft. The grant funds the development and hiring of two new civilian Investigative Specialist positions and will support limited police officer overtime in support of grant activities. The grant also funds an external evaluation to help demonstrate and communicate the effectiveness of the funded project, to provide accountability for the use of grant funds, and to add to the body of knowledge about the issue. As part of the evaluation process, the grant requires the development of a Local Evaluation Plan (LEP) and a Local Evaluation Report (LER), in addition to the Quarterly Progress Reports.
The LEP was developed and submitted in partnership with our long-time external evaluator, Jan Roehl, Ph.D., but given her anticipated retirement at the end of the current fiscal year, we need a new evaluator to assume work on the LEP, and to develop and submit the final LER. The City and Dr. Roehl have previously worked successfully with the Planning, Evaluation, and Policy Unit of the Monterey County Health Department, and most recently the Health Department has served as the Evaluator for the California Violence, Intervention, and Prevention (CalVIP) grants which are also funded by BSCC. Given the history of successful partnerships, as well as the Health Department’s experience working on evaluations for BSCC grants, we are requesting authority to enter into an Agreement with the County of Monterey for services provided by the Monterey County Health Department to assume the program evaluation components for the ORT Grant for the period July 1, 2024 through June 1, 2027 at a cost not to exceed $105,000. Evaluation activities are fully funded by the ORT Grant.
SPD and the Monterey County Health Department intend to work together toward the mutual goal of evaluating the ORT and MVT Prevention Program using non-experimental research designs and evidence-based program evaluation strategies to assess and evaluate implementation activities during the grant activity period of October 1, 2023 through December 31, 2026, and submit the final Local Evaluation Report to BSCC no later than June 1, 2027. The County of Monterey Health Department will attend program meetings, provide technical assistance, and gather data for the LEP and LER. The Health Department will also be responsible for submitting the final Local Evaluation Report to BSCC which will highlight program outcomes and achievements.
