EXECUTIVE SUMMARY:
The Salinas Fire Department (SFD) has conducted a comprehensive review of its current fleet and operational requirements. As part of the Department’s ongoing efforts to enhance its response capabilities, the need for a new Type 6 fire vehicle was identified. In FY 23, Council appropriated funds toward the purchase of fire vehicles. The total cost to purchase one Type 6 fire vehicle is $411,336.75, SFD is requesting a 5% contingency of $20,566.84, for a total not to exceed price of $431,903.59. To complete the purchase, the Fire Department will utilize funds available in CIP 5800.45.9540 and in 5800.45.9210.
BACKGROUND:
The Type 6 fire vehicle is specifically designed for wildland and brush firefighting. Its smaller size and increased maneuverability allow it to access areas that larger engines cannot reach. Given the increasing frequency and intensity of wildfires in our region, this capability is crucial for effective response and containment. The Type 6 fire vehicle can navigate through traffic and rough terrains more efficiently, reducing response times in critical situations. It is particularly well-suited for the urban-wildland interface, including areas in Salinas such as Carr Lake, the Union Pacific right of way, and other difficult-to-access brush fire zones where fire engines may face operational challenges. This improvement is vital for enhancing the overall effectiveness of our emergency response efforts. Currently, the lead time for delivery is 18-24 months. The total purchase price is not exceed $431,903.59.
Pursuant to Salinas Municipal Code sections 12-25, 12-27, and 12-28.080, this vehicle is being purchased via the HGAC Buy program, contract #FS12-19. The HGAC Buy program is a purchasing cooperative that offers competitively bid apparatus and equipment to government entities throughout the nation.
