TITLE: APPLICATION TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT 2024 EMERGENCY SOLUTIONS GRANT CONTINUUM OF CARE PROGRAM RECOMMENDED MOTION:

A motion to approve a Resolution authorizing:
the submission of an application to the California Department of Housing and Community Development (HCD) for the 2024 HCD Emergency Solutions Grant (ESG) Continuum of Care Allocation (CoC) Program Notice of Funding Availability (NOFA); and the City Manager or designee to modify the draft HCD Resolution to be in accordance with the final HCD Resolution upon final release; and the City Manager or designee is hereby to receive an ESG grant, not to exceed $800,000 in accordance with all HCD rules and laws, should HCD increase the initial 2024 ESG CoC Allocation funding to cover a three-year period to the local Salinas/Monterey/San Benito Counties CoC #506; and the City Manager or designee to execute a Standard Grant Agreement, all applicable HCD grant documents, and any amendments thereto from the 2024-2025 funding year of the State ESG program, Continuum of Care Allocation NOFA; and the City Manager or designee to execute, Subrecipient Funding Agreements, and necessary amendments to fund programs approved by the CoC #506 Leadership Council during the term of the Standard Agreement with HCD.

EXECUTIVE SUMMARY:

The ESG program provides grant funding for a variety of activities to address homelessness. HCD distributes federal ESG funds to eligible subrecipients through one- or two-year grants. The City of Salinas (City) is the Administrative Entity (AE) selected by the local Salinas/Monterey/San Benito Counties CoC #506 (CoC) to administer the allocated funds. The estimated HCD ESG CoC funding allocation for 2024 is approximately $233,938 (based on prior year’s allocation). Authorization is requested to facilitate the City’s ability to apply for the HCD ESG CoC NOFA within the required submittal window, which is anticipated to be in July or August 2024, and to accept and manage the HCD ESG CoC funds, should they be awarded in mid-August.

BACKGROUND:

In preparation of the ESG CoC NOFA, the City proactively published its annual Notice of Funding Availability (NOFA) on March 15, 2024, for the estimated 2024 allocation. Following the NOFA application deadline, the City assembled a diverse rating and ranking panel to assist in the review of applications and prioritization of funding recommendations. The City presented the recommendations to the CoC #506 Leadership Council on April 24, 2024. The table below provides a timeline of applicable activities and dates associated with the 2024 ESG CoC NOFA and application.

Historically, HCD has had a 30-day timeframe from the release of it ESG NOFA to submit an application. It is estimated that the 2024 HCD ESG NOFA will be released by July/August 2024 and as of the date of this report HCD has not produced their draft resolution, which is required as part of the application submittal package. In anticipation to the challenges the timeline to submit an application will present, the City is requesting authorization to make final modifications to the draft HCD resolution upon its final release by HCD, and route for signatures by City Council. The Housing and Land Use Committee recommended that the City Council approve a resolution authorizing application submittal the execution of agreements to DEPARTMENT COORDINATION:

The ESG program is administered by the City’s Community Development Department in coordination with the City Attorney and Finance Department. Additional, external coordination with outside agencies and jurisdictions, such as HCD and staff of the local CoC #506 Leadership Council, has also occurred.

CEQA CONSIDERATION:

Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN INITIATIVE:

Execution of the proposed Resolution supports the City of Salinas Strategic Plan 2022-2025 Goal and Strategy of Housing/Affordable Housing.

FISCAL AND SUSTAINABILITY IMPACT:

There is no General Fund impact associated with this item. 2024 HCD ESG CoC funds will be appropriated to the Emergency Solutions Grant – CoC fund.
