TITLE: 5-YEAR PAVEMENT PRESERVATION STREET LIST
RECOMMENDED MOTION:

A motion to approve a Resolution identifying the 5-year Pavement Preservation Street List.

EXECUTIVE SUMMARY:

The city maintains approximately 292 miles of roadway pavement. Due to budget constraints and a backlog of deferred maintenance, annual maintenance of all roadways is not possible. Street pavement maintenance was prioritized based on the Pavement Management and Street Selection Policy approved by City Council. Assuming an annual budget of $6 million, streets were selected to receive varying pavement preservation treatments. The selected streets may vary based on actual pavement budget, construction costs and coordination with utilities or other projects.

BACKGROUND:

On August 18, 2020, the City Council approved a contract with Pavement Engineering Inc (PEI) for pavement condition surveys, updates to the StreetSaver Pavement Management Program (PMP) database, and pavement conditions reports for the 292 centerline miles of roadway pavement maintained by the city (Resolution No. 21932). The 2023 Pavement Management Program Update Report (report), presented to Council on May 7, 2024, set the overall average PCI at 53 or “Fair” for the city’s street pavement network. Deferred maintenance is identified as exceeding $300 million in the report.

On May 7, 2024, City Council approved the Pavement Management and Street Selection Policy (Resolution No. 22593). The policy allows the prioritization of streets for pavement preservation. Using the policy-defined criteria, staff identified the perspective 5-year pavement preservation street list of major and residential streets, Attachment 1, and Attachment 2, respectively. In accordance with the policy, major streets were prioritized based on the combined score for pavement condition (pavement condition index or PCI), traffic volumes (average daily traffic or ADT) and weighted effectiveness ratio (WER). Beyond that, staff grouped street segments to facilitate future projects and to maximize funding. Prior to selecting the residential streets, staff analyzed the criteria outlined in the policy and ranked the districts based on the approved social factors: accessibility, tree canopy cover, disadvantaged communities, and poverty. Table 1 provides the district ranking based on “Overall District Scores”.

Table 1. Phase 1 Residential Street Selection Social Factor Scores District 2 will be the first district to receive any street preservation treatments. Districts will receive pavement treatment based on their ranking. The 5-year Pavement Preservation Street List combines Districts 1 and 6 into a single year as these are the districts with the highest Overall District Score. This will ensure that funding is prioritized on the districts with the greatest need.

Staff assumed an annual budget of $6 million will be allocated toward pavement preservation to develop the street lists. As defined in the policy, 60% of the pavement preservation funding will be allocated towards major streets, 30% will be allocated towards residentials streets and 10% will be allocated towards maintenance or stop gap efforts. Funding may vary from year to year. As such, the street lists will be adjusted accordingly by adding or removing streets or street segments to accommodate the available funding.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378). In addition, CEQA Guidelines Section 15061 includes the general rule that CEQA applies only to activities which have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  Because the proposed action and this matter have no potential to cause any effect on the environment, or because it falls within a category of activities excluded as projects pursuant to CEQA Guidelines section 15378, this matter is not a project. Any subsequent discretionary projects resulting from this action will be assessed for CEQA applicability.

STRATEGIC PLAN INITIATIVE:

The Pavement Management and Street Selection Policy addresses the City Council's Goals of Infrastructure and Environmental Sustainability and Effective and Culturally Responsive Government by implementing a policy that addresses improving roadways in an equitable and effective manner.

DEPARTMENTAL COORDINATION:

The Public Works Department and Finance Department will assess available funding to complete pavement preservation efforts for the annual street lists.

FISCAL AND SUSTAINABILITY IMPACT:

Approval of the 5-year Pavement Preservation Street Lists has no fiscal impact. The lists identify streets that will be prioritized for pavement preservation based on available funds budgeted as part of the City’s annual budget for pavement maintenance. The lists assume a minimum annual budget of $6 million and are subject to appropriation of funds. Streets will be adjusted based on actual funds allocated.
