DEPARTMENT: PUBLIC WORKS
FROM: DAVID JACOBS, PUBLIC WORKS DIRECTOR
BY: SEAN SCHMIDT, FACILITIES MAINT. MANAGER
TITLE: CITY HALL SECURITY GATE SYSTEM INSTALLATION
RECOMMENDED MOTION:

A motion to approve a Resolution authorizing the City Manager to negotiate and execute an agreement with CCOI Gate & Fence Company to install a security gate system at 200 Lincoln Ave for $66,820 and an additional 20% ($13,364) contingency, for an amount not to exceed $80,184.

EXECUTIVE SUMMARY:

City Hall, the surrounding structures, and the basement parking have seen an influx of illegal activity after hours. Installation of a security measure such as security gates adds safeguards to secure basement parking and storage. The gates will also increase staff safety and reduce vehicle theft and vandalism. Staff requests approval of an agreement for the installation of a security gate system at City Hall to secure basement parking and storage.

BACKGROUND:

The City has had an ongoing problem with loitering, electricity theft, and trespassing at City Hall and more recently in the City Hall basement. In an effort to deter illegal activity, security cameras have been installed, however, there has been recent increase in activity due to the ongoing construction at City Hall and the surrounding vacant buildings.

Staff has reviewed the security needs of the City Hall basement and has determined the addition of a security gate system is the best option. The security system will include the installation of a sliding gate at the bottom of the entrance ramp into the basement parking, pedestrian gate at the stairwell, and custom railing in the openings along Gabilan and Church Streets.

Three local vendors were given an opportunity to submit a quote to the City for the proposed project. Each vendor met with the Facilities division staff and conducted a site walk to determine the scope of work. Two quotes were subsequently received, and the lowest bidder was selected. C.C.O.I. was within the budget range and able to complete all the project requests within the prescribed time frame.

The upgrades will include automatic gate entrance and remote/keypad access entry. Total project cost to include the installation of a security gates and labor is $66,820 plus 20% contingency, for a total allocation of $80,184.
