TITLE: SHERWOOD TENNIS CENTER OPERATIONS AND MAINTENANCE AGREEEMNT RECOMMENDED MOTION:
A motion to approve a resolution approving the Operations and Management Agreement between the City of Salinas and Central Coast YMCA for the Sherwood Tennis Center and authorizing the Mayor to enter into the Agreement on behalf of the City.
EXECUTIVE SUMMARY:
Between 1981 and 2020, the City of Salinas had a Professional Services Agreement with Steve Striffler, Tennis Pro for the day-to-day operations of the Sherwood Tennis Center (Tennis Center). Following Steve’s retirement, the City entered in to an Operations and Management Agreement with the Central Coast YMCA for the operations of the Tennis Center. The YMCA has been operating the Tennis Center since December 2020.
BACKGROUND:
The Sherwood Tennis Center was operated by a long-term Tennis Pro for nearly 40 years. Through a Professional Service Agreement, Steve Striffler was responsible for the day-to-day operations of the Tennis Center and a number of programs offered at the site. In 2020, Mr. Striffler retired as the City’s Tennis Pro. At this time, the Central Coast YMCA (YMCA) was operating the Aquatic Center and in an effort to gain some economies of scale, staff and the YMCA explored a partnership for the Tennis Center.
The City and the YMCA first entered into an Operations and Management Agreement for the Tennis Center in December 2020. Following a 90-day initial term, the City entered into a new Agreement in March 2021 and two subsequent one-month extensions dated June 1, 2021, and June 29, 2021. On July 21, 2021, the City and YMCA entered into Amendment #1 to the Operations and Management Agreement. This Amendment included 1) the increase of operational hours at the Tennis Center; 2) the elimination of the City’s monthly payment of $2,500; and 3) established an Amendment term of August 5, 2021, through August 5, 2024. The monthly payment to the YMCA was eliminated following an understanding of the tennis fees had been collected by the YMCA between December 2020 and July 31, 2021, and the ability of the YMCA to operate the Tennis Center with the fees collected.
The City and the YMCA have maintained a positive relationship which in turn has provided the community with access to the Tennis Center and various programming opportunities. The City and the YMCA mutually wish to enter in to a new Operations and Management Agreement. The new Agreement is for a 3-year term with an option of an additional 3-year term upon mutual agreement between the parties.
