TITLE: LANDSCAPE MAINTENANCE SERVICE CONTRACT FOR HARDEN RANCH DISTRICT RECOMMENDED MOTION:

A motion to approve a resolution to correct the not to exceed amount approved by City Council through Resolution No. 23010 (N.C.S.) for the Harden Ranch District Maintenance Service Contract from $210,000 to a total not to exceed amount of $213,000.

EXECUTIVE SUMMARY:

On June 18, 2024, Council approved the Landscape Maintenance Services contracts for the Harden Ranch District and the Mira Monte, Airport, and Woodside Districts. The approved Harden Ranch Maintenance Service Contract was stated to have a not to exceed amount of $71,000 yearly, totaling a contract not to exceed amount of $213,000. The Resolution approved by the Council on June 18, 2024 (Resolution No. 23010 (N.C.S.), incorrectly included a total contract not to exceed amount of $210,000. The correct not to exceed amount is $213,000.

BACKGROUND:

On May 25, 2021, the Landscape Maintenance Service contracts went out to Bid and Council approved Smith & Enright Landscaping for the North/East District and the Monte Bella District and Brightview was awarded Harden Ranch District and Mira Monte, Airport, and Woodside Districts for Landscape Maintenance Services.

On May 8, 2024, a new Request for Proposal for landscape maintenance services was posted for the Harden Ranch Maintenance District and for the Mira Monte, Airport, and Woodside Districts. The Landscape Maintenance services include but are not limited to gardening, irrigation, tree trimming, mowing, etc. The City received 2 complete proposals for Harden and 2 complete proposals for Mira Monte, Airport, and Woodside which were evaluated on cost and submission documentation. After careful consideration and review, Brightview Landscape Services, Inc. was chosen for both Districts. The agreements are for a three-year period in an amount not to exceed $213,000 ($71,000 annually) for Harden Ranch District and $207,057 ($69,019 annually) for Mira Monte, Airport, and Woodside Districts.

On June 18, 2024, Council approved both contracts per Resolution No. 23010 (N.C.S.) for a yearly not to exceed amount of $71,000 for Harden Ranch District and $69,019 for Mira Monte, Airport, and Woodside Districts. An error on Resolution No. 23010 (N.C.S.) stated a contract not to exceed amount of $210,000 for Harden Ranch instead of $213,000. Staff is requesting a correction be made to the contract not to exceed amount of $210,000 to a total contract not to exceed amount of $213,000.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378). In addition, CEQA Guidelines Section 15061 includes the general rule that CEQA applies only to activities which have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  Because the proposed action and this matter have no potential to cause any effect on the environment, or because it falls within a category of activities excluded as projects pursuant to CEQA Guidelines section 15378, this matter is not a project.  Because the matter does not cause a direct or foreseeable indirect physical change on or in the environment, this matter is not a project.  Any subsequent discretionary projects resulting from this action will be assessed for CEQA applicability.

STRATEGIC PLAN INITIATIVE:

The Landscape Maintenance Service Contracts for the Maintenance Districts relates to the Council’s Strategic Goal of Infrastructure and Environmental Sustainability.

DEPARTMENTAL COORDINATION:

This work is an ongoing partnership between divisions within the Public Works Department. The Admin. division coordinates the procurement and contract execution phase, while the Maintenance Services division oversees the day-to-day operations.

FISCAL AND SUSTAINABILITY IMPACT:

The Landscape Maintenance Services proposed under these contracts will be financed by the respective maintenance districts’ funds which have been collected specifically for this purpose. Based on the proposals received, sufficient funds are available to award Brightview Landscape Services, Inc. a contract for the Harden Ranch Maintenance District and the Mira Monte, Airport, and Woodside Districts for Landscape Maintenance Services. No change in fiscal impact from approved Resolution No. 23010.
