TITLE: ADMINISTRATIVE CORRECTION TO RESOLUTION NO. 22909 RECOMMENDED MOTION:
A motion to approve:
a Resolution authorizing the administrative correction to Resolution No. 22909 (N.C.S.) previously approved on March 5, 2023; and an updated State Resolution for the HCD Emergency Solutions Grant (ESG) Program Continuum of Care (CoC) Allocation.
EXECUTIVE SUMMARY:
The Community Development Department is seeking an administrative correction to State Resolution No. 22909 (N.C.S.) for the California Department of Housing and Community Development (HCD) previously approved on March 5, 2024. HCD has indicated the need to correct the date referenced in State Resolution No. 22909 (N.C.S.) to reflect the correct Notice of Funding Availability (NOFA) release date by HCD. The prior State Resolution No. 22909 (N.C.S.) indicated a release date of July 28, 2023; however, the correct release date should have been August 15, 2023.
BACKGROUND:
On May 16, 2023, the City Council approved Resolution No. 22664, authorizing the submission of an application to HCD for the 2023 Continuum of Care ESG Program, seeking a total of $600,000 in funding. It's worth noting that, at the time of approval, HCD had not formally issued its NOFA (Notice of Funding Availability) for this program. While HCD had previously estimated during meetings the release of the NOFA being May 2023, the final issuance occurred on July 28, 2023. On March 5, 2024 the City Council approved Resolution 22909, authorizing the correction to reflect the Notice of Funding Availability issuance date of July 28, 2023. However, the date in which eCivis Grants Management System portal open began on August 15, 2023. Therefore, HCD informed City staff that the State Resolution Date of issuance should be August 15, 2023. Therefore, the City is now requesting City Council approve a new State resolution containing the accurate information to be submitted to HCD. This correction will ensure that the City is fully compliant with the requirements set forth by HCD and will allow for HCD to execute the standard agreement with the City of Salinas to allow for the execution of subrecipient agreements in FY 24-25.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
HCD ESG Program CoC Allocation funding administered by the City allows the undertaking of a variety of programs instrumental in providing homeless services throughout the City and region, furthering partnerships with public service organizations, and addressing the human service needs of the City’s low-income, elderly, and special needs communities. Execution of the proposed resolutions supports the City of Salinas Strategic Plan 2022-2025 Goal and Strategy of Housing/Affordable Housing.
DEPARTMENTAL COORDINATION:
This agenda item is administered by the City’s Community Development Department in coordination with the City Attorney and Finance Department. Additional, external coordination with outside agencies and jurisdictions, such as HCD and staff of the local CoC #506 Leadership Council, has also occurred.
FISCAL AND SUSTAINABILITY IMPACT:
This item has no General Fund impact associated with this agenda item. 2023 HCD ESG CoC funds will be appropriated to the Emergency Solutions Grant – CoC fund.
