Subject: Closter Park Green Streets - Contract Amendment #4 (CA#4) Dear Ms. Niggemeyer:
We have been happy to support the City on the Closter Park Green Streets project through the conceptual design phase and the delivery of the 60% plans. We received the City's 60% PS&E comments on 5/1 and had started addressing the comments and updating the plans to a 90% level of detail. On 6/6 and 6/10, we received additional comments from the City that will result in significant changes to the initially approved project scope and the approved concept design. As discussed, these changes are primarily the addition of street lighting design and the redesign of Beech Street and Dewey Street. Wallace Group has provided the following contract amendment request for this work.
PROJECT UNDERSTANDING
Lighting: The City of Salinas has requested streetlights at the proposed roundabout at the Towt Street/Acosta Street intersection. This amendment adds lighting (photometric) analysis and preparation of lighting plans to the contract scope of work.
Redesign of Beech Street and Dewey Street: The approved concept design included parallel parking and bioretention planters on each side of the street on all three project streets.
Comments from the City's Traffic Department request changing the design to perpendicular or angled parking along the park frontage, eliminating the planters on this side of the street, adjusting the through lanes, parallel parking, and planters on the residential side. This will require nearly a full redesign of 2/3 of the project. We are happy to support the City with these changes, as they will result in additional valuable parking spaces around the park which will support the on-site park improvements which are sure to draw more users to enjoy the area.
ADDITIVE SCOPE OF SERVICES
We have prepared this contract amendment request to augment the approved project budget and services within the following tasks. The project understanding is integral to the context and assumptions of the additive scope.
Task 1: Project Coordination and Management
Task 1.1 Project Management
The original project scope assumed an approximate 11-month production schedule for coordination and project management services for the design phase through Final PS&E. Due to the expanded preliminary design and initial outreach phases, we propose to extend the project schedule an additional 10 months to achieve final PS&E by the end of this year (see updated schedule as Exhibit A).
Deliverables:
• Progress reports and invoicing (PDF)
• Updated Schedule (PDF)

Task 3: Preliminary Design
Task 3.1 Concept Refinement
Wallace Group will develop up to two preliminary 2D only concept plan alternatives for the proposed redesign of Beech Street and Dewey Street. The first alternative will show 45-degree angled parking on Beech Street and Dewey Street, and the second alternative will show 90- degree parking. We anticipate receiving one round of consolidated comments on this concept plan that will be addressed in one updated concept plan for City approval prior to moving forward with the 90% design.
Task 3.3 Lighting Analysis
A lighting analysis for both horizontal and vertical illuminance will be prepared. Roundabout lighting guidelines per NCHRP Research Report 1043, AASHTO Roadway Lighting Design Guide 7th Edition and/or IES RP-8-22 Recommended Practice: Lighting Roadway and Parking Facilities, will be used, as appropriate. The lighting analysis will provide the basis for the lighting design and plans. Analysis for light trespass is not included in this scope.
We will prepare a lighting memorandum that describes existing conditions, design criteria, analysis results and proposed improvements. We anticipate a virtual meeting with the City to discuss the photometric analysis results. We will prepare voltage drop calculations for the City’s acceptance. We anticipate receiving one round of consolidated comments on the lighting memorandum before finalizing the memorandum and moving forward with the 90% design.
Deliverables:
• 2 - Draft Concept Plans (PDF)
• 1 - Final Concept Plan (PDF)
• Draft and Final Lighting Memorandum (PDF)
Task 6: 90% PS&E
Task 6.1 90% Plans
After the concept plan has been approved by the City, we will develop the 3D roadway design for the revised layout and update the project plans. Since the design has changed substantially on 2 of the 3 streets, we anticipate significant updates to the plan callouts, typical cross sections, striping, landscape and irrigation design. In addition, with the direction to include pavement reconstruction for the full width of Beech Street and Dewey Street, the layout sheets will be changed to plan and profile sheets.
Wallace Group will develop lighting plans for the roundabout to be included in the project plan set. It is assumed the roundabout lighting circuit will be able to be added to an existing lighting control cabinet. The lighting plans will include the following:
• Removals and modifications to the existing street lighting circuit(s). • Proposed lighting plan and circuit layout.
• Conduit and conductor schedules.
Task 6.2 90% Technical Specifications
Technical special provisions will be developed for the street lighting work. The special provisions will follow Caltrans standard specifications format to conform with the rest of the project specifications.

Task 6.3 90% Estimate
Quantity take-offs and unit cost estimates will be developed for the street lighting improvements. Bid data from recent projects will be referenced to prepare a realistic estimate for City budgeting purposes.
Deliverables:
• 90% Lighting PS&E
Task 7: Final PS&E
We have included additional budget to update the street lighting related portions of the 90% PS&E submittal.
Task 8: Bidding Support
We have included additional budget to respond to street lighting related requests for information and to prepare bid addenda, up to the budgeted amount, if needed.
Task 9: Construction Support
We have included additional budget to review submittals, respond to street lighting related requests for information and to prepare record drawings, up to the budgeted amount, if needed.
PROJECT BUDGET
accordance with the overall contract and in general conformance to the budget summary attached herein (Exhibit B-2). Please note that task budgets are shown for estimating purposes only and are not to be interpreted as budget limits per task. These services will be invoiced monthly on an accrued cost basis, and our total fees, including reimbursables, will not exceed our estimated fee of $65,860 without receiving written authorization from the City, and tasks are proposed to be updated to Wallace Group's current 2024 rate schedule, provided as Exhibit C.
For clarity of terms and expectations our team will perform these services per the terms denoted in the original agreement dated December 30, 2022. We thank you for the opportunity to continue to serve the City on this important project. If you would like to discuss this proposal in greater detail, please feel free to contact me or the Project Manager, Sarah Huffman.
