TITLE: 2024/2025 SPECIAL CURB MARKINGS DELETIONS
RECOMMENDED MOTION:
A motion to approve a resolution approving the 2024/2025 special curb markings list and removal of three special curb marking parking stalls at 131 Abbott Street and 316 Williams Road.
EXECUTIVE SUMMARY:
The City has a program to consider requests for special curb markings that provide alternative use of on-street parking spaces. Green zones or time limited zones and loading zones support businesses and commercial uses. Blue zones for disabled use may be considered in residential areas. Those who request special curb markings are responsible for the costs of installation and annual maintenance of these zones. Out of the 38 businesses, two of them did not provide a response after contact. (See Table 1.) Therefore, staff recommends the approval of the 2024/2025 special curb markings list and removal of the special curb markings fronting 131 Abbott Street and 316 Williams Road.
BACKGROUND:
On May 1, 2024, annual letters to renew existing special curb markings fronting 38 businesses were mailed to business owners requesting payment for renewals with a deadline of June 30, 2024. On June 1, 2024, staff mailed a second notice to the business owners who had not mailed a payment. On June 14, 2024, a third and final notice was delivered in person to business properties who had not paid informing them that the special curb marking fronting their business properties would be recommended for deletion at the July 2024 Traffic and Transportation Commission meeting if they did not respond by June 30, 2024. On July 3, July 8 and July 15, 2024, staff received payment from three of the businesses originally proposed for removal and staff has updated the proposed special curb markings deletions to reflect those that have not paid.
During the fiscal year 2023-2024, there were 89 green, two white, and six yellow paid zones fronting businesses throughout the City. Of these 97 markings, three are being proposed for deletion. (See Table 1.) The remaining 94 special curb markings have been paid by the business owners to retain their special curb markings, generating a total of $10,898.25. Payment for the special curb markings renewal is used to cover the expenses for refreshing curb markings and signs every year once renewed.
The following list of special curb markings identifies the businesses that have requested the zones be removed or have not submitted payment to retain these special curb markings. In the event City staff receives payment prior to Council’s final consideration in August, the curb marking locations will be removed from the deletions list, in accordance with Section 20-06.18 and Section 20-06.24 of the Salinas Municipal Code. City Council is requested to formally approve a resolution approving the 2024/2025 special curb markings list and the removal of the marking locations identified in Table 1.

Traffic & Transportation Commission
The 2024/2025 special curb markings list and removal of 8 special curb marking parking stalls at 24 West Curtis Street, 131 Abbott Street, 316 Williams Road, 25 Lincoln Avenue, and 637 E. Romie Lane was presented to the Traffic and Transportation Commission at its July 11, 2024, meeting for review and feedback. Staff reported at the meeting that the City had received payment for two locations that the City had not previously received a response from. The Commission voted (5-0) on a modification to staff's recommendation to account for the received payment to recommend City Council to approve a resolution approving the 2024/2025 special curb markings list and removal of four (4) special curb marking parking stalls at 131 Abbott Street, 316 Williams Road and 637 E. Romie Lane with a note to reassess the street markings at the location of 25 Lincoln Avenue. After the Traffic and Transportation Commission meeting, staff received payment on July 15, 2024, from one of the businesses located on 637 E. Romie Lane originally proposed for deletion. Staff has updated the report to reflect the three unpaid special curb marking parking stalls at 131 Abbott Street and 316 Williams Road.
CEQA CONSIDERATION:
Staff has determined that the project is exempt from the California Environmental Quality Act (CEQA) Guidelines (Section 15301, Class 1). The project consists of the operation, repair, or minor alteration of public streets involving no expansion of use. There would be no significant effect on the environment.
STRATEGIC PLAN INITIATIVE:
The approval of the 2024/2025 special curb markings supports the City Council’s goal of “Economic Development”. Special curb markings create parking turnover and available parking for customers to support local businesses.
DEPARTMENTAL COORDINATION:
Special curb markings are maintained by Public Works staff and are enforced in coordination with Salinas Parking Enforcement staff. No additional department coordination was conducted.
FISCAL AND SUSTAINABILITY IMPACT:
Revenues received from the special curb marking renewals are expected to offset the costs associated with the annual maintenance of the special curb markings.
