DATE: AUGUST 20, 2024
DEPARTMENT: LIBRARY & COMMUNITY SERVICES
FROM: KRISTAN LUNDQUIST, DIRECTOR
BY: ANA AMBRIZ, REC-PARK SUPERINTENDENT
TITLE: AMENDMENT No. 1 TO THE AGREEMENT FOR SERVICES WITH KYSMET SECURITY & PATROL, INC.

RECOMMENDED MOTION:

Adopt a resolution authorizing the City Manager to execute Amendment Number 1 with Kysmet Security & Patrol, Inc. for security services to increase the compensation by $36,000 for a revised not to exceed amount of $116,000 and extend the term to December 31, 2024.

EXECUTIVE SUMMARY:

In April of 2023, the City initiated a 90-day pilot program for security services at Closter Park. Following the pilot program, the City Council authorized the City Manager to enter into a Service Agreement with Kysmet Security & Patrol, Inc. in an amount not to exceed $80,000 for security services for the period of September 2023-August of 2024. Staff wishes to extend the term of the agreement to December of 2024 or until construction of the park begins and increase the compensation in an amount not to exceed $116,000 in order to continue to provide security services at Closter Park.

DISCUSSION:

Closter Park has a history of negative incidents in and around the park including, drug and alcohol use and gang activity. These types of incidents have led to the community feeling unsafe and an overall perception that the park is not safe for use by residents in the area. As a result, staff initiated a pilot program in April of 2023. In September 2023, the City Council authorized the City Manager to enter into an Agreement for Services with Kysmet Security & Patrol, Inc. in the amount of $80,000 for security services at Closter Park for the period of September 2023-August 2024.

Since adding security at the park, the guards have been able to address alcohol and drug use in the park and deter some minor vandalism and disruptive behaviors by park users.

Staff has also inquired with the Salinas Boxing Club and National Little League, organizations who utilize the park on a regular basis and the feedback received is that security has helped to deter negative behaviors. In addition, Staff reviewed police statistics for Part 1 and 2 Crimes and found that the number of incidents recorded during the September 2023-July 2024 period and the previous year has remained the same. While there wasn’t a change in the number of recorded police incidents, the security presence is a deterrent and provides an increased perception of safety.

Staff is seeking authorization to enter into Amendment No. 1 to the Agreement for Services with Kysmet Security & Patrol, Inc. to extend the term of the agreement and increase compensation for services at Closter Park. The extension of the agreement will ensure security services are available until construction starts for park renovations.

Consistent with Purchasing Policies and ordinance (2576) Service Agreements in the amount of more than $30,000 requires City Council Authorization.
