SALINAS CITY COUNCIL FINANCE COMMITTEE
Tuesday, July 23, 2024
2:00 P.M.
COMMITTEE MEMBERS PRESENT: Mayor Kimbley Craig, Councilmember Orlando Osornio, and Councilmember Anthony Rocha.
STAFF PRESENT: City Manager Rene Mendez, Fire Chief Sam Klemek, Public Works Director David Jacobs, Acting Finance Director Selina Andrews, Management Analyst Francisco Brambila, Assistant PW Director/City Engineer Adriana Robles, Rec-Parks Superintendent Ana Ambriz, and Senior Finance Management Analyst Abe Pedroza.
Mayor Kimbley Craig called the meeting to order at 2:00 p.m.

2. MINUTES
The minutes of th e June 11 , 2024 meeting were approved by motion of Committee Member Osornio , second by Committee Member Craig.
3. DISCUSSION ITEMS
A. American Rescue Plan Act (ARPA) Projects Update
Acting Finance Director Selina Andrews delivered the presentation, detailing the status of ARPA funding as of June 30, 2024. The American Rescue Plan Act provided the City with $51.6M in federal relief funds, all of which need to be spent or encumbered by December 31, 2024. Although significant progress has been made, approximately $14.6M currently remains. Staff has developed timelines for all projects and has determined that the reallocation of funding for certain projects is necessary to meet program needs while adhering to the December 31, 2024, encumbrance deadline. Committee members and staff discussed the specifics of certain projects, including status updates, reasons for transferring funds, and additional options. This item will be presented to the full City Council on August 6, 2024.
