FROM: DAVID JACOBS, P.E., L.S., PUBLIC WORKS DIRECTOR BY: JONATHAN ESTEBAN, ASSISTANT ENGINEER
ADRIANA ROBLES, P.E., C.F.M., CITY ENGINEER
TITLE: BRIDGE PREVENTATIVE MAINTENANCE PLAN GRANT ACCEPTANCE FROM THE FEDERAL HIGHWAY ADMINISTRATION (FHWA) HIGHWAY BRIDGE PROGRAM FUNDS RECOMMENDED MOTION:

A motion to approve a resolution:

Accepting a $336,399 grant for the City Bridge Preventative Maintenance Program from the Federal Transportation Improvement Program; and Reaffirming Resolution No. 17926, authorizing the Public Works Director to execute agreements with the Department of Transportation (Caltrans) related to the Bridge Preventative Maintenance Plan Grant.

EXECUTIVE SUMMARY:

The City of Salinas has received Federal Highway Bridge Program funds in the amount of $336,399 for Preliminary Engineering phase of the Bridge Preventative Maintenance Program, Project No. BPMPL-5045(046), to implement preventive maintenance work for five qualified city bridges. The grant program requires a 20% match of local funds of $84,100 for this work.

This grant program requires a recent Council Resolution stating the title of the person authorized to enter into a contract with Caltrans and the project title for this grant.

BACKGROUND:

On March 7, 2017, City Council approved Resolution No. 21133 accepting a $40,000 grant from Caltrans to write the Bridge Preventative Maintenance Plan (BPMP) for city bridges. The BPMP was submitted to Caltrans for funding for Preliminary Engineering and construction.

In August 2023, the City of Salinas was notified by Caltrans that the City was scheduled in the Federal Transportation Improvement Program (FTIP) to receive Preliminary Engineering (PE) funding in FY23/24. In January 2024, the City was informed that the required documentation could not be filed until the Single Audit Report (SAR) was filed. This placed the City in a “Do Not Authorize” status, prohibiting authorization of grant awards. In March 2024, the City received confirmation of its removal from the “Do Not Authorize” list.

On May 30, 2024, the City received authorization to proceed from Caltrans and the FHWA on the Preliminary Engineering phase of the City’s Bridge Preventative Maintenance Program, Project No. BPMPL-5045(046), with an authorized funding in the amount of $336,399 of federal funds at an 80% reimbursement rate. This award requires a 20% local match by the City of $84,100 for a total PE phase estimated at $420,499.

The City’s BPMP outlines preventative maintenance work recommendations for each of the City’s 15 bridges inspected by Caltrans to increase the service life of each bridge. There are five City bridges within the BPMP with work recommendations that qualify for these funds. Preliminary Engineering includes environmental surveys, permitting and construction plans for bidding.

This grant program requires a recent Council Resolution stating the title of the person authorized to enter into a contract with Caltrans and the project title for this grant. In June 2, 2002, City Council authorized the Public Works Director to execute agreements with the State Department of Transportation (Caltrans) related to Council-approved grants through Resolution No. 17926. Thus, a Resolution is included reaffirming Resolution 17926 for the specific purpose of meeting the grant requirement.

The following are the bridges that qualify for funding:

Bridge No. 44C0039L, S Sanborn Rd over the UPRR (Southbound) Bridge No. 44C0039R, S Sanborn Rd over the UPRR (Northbound) Bridge No. 44C0168, E Market St over E Front St
Bridge No. 44C0105, E Laurel Dr over Gabilan Creek (culvert) Bridge No. 44C0052, N Main St over Little Bear Creek
Bridge location information can be found in the attached Map of City Bridges.
