TITLE: 2022-2023 PAVEMENT MAINTENANCE PROJECT, CIP NO. 9981, 9120, 9080 RECOMMENDED MOTION:
A motion to approve a Resolution accepting the 2022-2023 Pavement Maintenance Project, CIP No. 9981, 9120, 9080 for maintenance and responsibility.
EXECUTIVE SUMMARY:
On May 16, 2023, City Council awarded the 2022-2023 Pavement Maintenance Project, CIP 9981, 9120, 9080, (Base Bids 1-7 and Additive Alternatives 1-2), to Granite Construction Company via Resolution No. 22661 for a contracted amount of $8,138,006.96 and authorized additional work in the amount of $852,363.78. Construction began on July 31, 2023, with an allowance of 126 working days for project completion. Granite Construction has completed pavement maintenance for 119 road segments under this contract, including 6 contract change orders, for a grand total of $8,990,370.74. Substantial completion was on March 22, 2024.
BACKGROUND:
On August 18, 2020, the City Council approved a contract with Pavement Engineering Inc. for on-going pavement condition surveys, updates to the Street Saver Pavement Management Program (PMP) database, and pavement condition reports (Resolution No. 21932). The last Pavement Management System Update was accepted by City Council on May 7, 2024 (Resolution No 22953). Public Works staff utilizes the Street Saver PMP for project level pavement analysis. It is a budgeting and inventory tool and a record for work history and pavement condition.
The City Engineer approved the project plans and specifications on February 23, 2023 and March 7, 2023, respectively, and authorized the call for bids for this project on March 8, 2023.
On April 7, 2023, City staff opened bids at a public meeting held via Zoom meeting from City Hall, at Salinas, California. The lowest responsive and responsible bidder Granite Construction Company submitted a bid that is 68% of the engineering estimate and was awarded a contract for $8,138,006.96 on May 16, 2023 via Resolution No. 22661.
Additionally, City Council approved a transfer of $1,200,000.00 Measure X Bond Funds from CIP 9981 – Street Preventive Maintenance Program to CIP 9080 – San Juan Grade Road Improvements to award Base Bid 1 and Additive Alternatives 1 and 2. A 10% contingency totaling $813,800.69 was allocated to the project.
The 2022-2023 Pavement Maintenance Project, in general, called for pavement mill and fill, installation of accessible curb ramps, curbs, gutters, pavement patch repairs, crack treatment, chip seal, slurry seal, hot mix asphalt (HMA) overlay, and installation of new signs and striping. Exhibit A, attached to this report, provides a location map and Table No. 1, below, identifies the streets that received a pavement treatment.

On October 24, 2023, via Resolution No. 22819, City Council approved an additional 10% increase to the contract contingency of $881,868.50.
A total of six change orders totaling $852,363.78 were issued for a total construction cost of $8,990,370.74, as detailed on Table 3. A total of 16 additional working days were issued to complete the additional work requested. Contract change orders were approved in accordance with Department Policy 75-1, revised December 4, 2018.

The project was funded through numerous funds including 2510 Measure X, 2511 SB1, 5202 Measure X Bonds, CIP 9080 San Juan Grade Road Improvements, CIP 9120 Monte Bella Subdivision Improvements (Maintenance District) and CIP 9329 Cesar Chavez Parking Lot.
The project was substantially completed on March 22, 2024.
The construction methods and materials met the Project Specifications as set forth by the contract documents and the project has been deemed complete.
CEQA CONSIDERATION:
Categorically exempt: The City of Salinas has determined that the project is exempt from the California Environmental Quality Act (CEQA) Guidelines (Section 1530l(c), Class 1), because the project proposes to maintain existing roadways, crosswalks, signage, and pavement striping.
Furthermore, the project does not qualify for any of the exceptions to the categorical exemptions found at CEQA Guidelines Section 15300.2 as all exceptions do not relate to the project scope of work for this project.
CALIFORNIA GOVERNMENT CODE §84308:
No, this project was advertised and competitively bid and is therefore exempt from California Government Code §84308. “Yes” or “No.” This section should indicate whether Government Code §84308/Levine Act applies to this item. Government Code §84308 generally applies to all contracts (other and competitively bid, labor, or personal employment contracts); all business, professional, trade, and land use licenses and permits and all other entitlement for use, including all entitlements for land use; and all franchises.
STRATEGIC PLAN INITIATIVE:
This project relates to the Council’s Goals of Infrastructure and Environmental Sustainability and Public Safety by improving / maintaining the City’s existing roadways and installing new striping and signage to enhance vehicular and pedestrian safety.
DEPARTMENTAL COORDINATION:
Public Works staff and Finance staff have worked together on the funding of the 2022-2023 Pavement Maintenance Project.
FISCAL AND SUSTAINABILITY IMPACT:
Accepting the 2022-2023 Pavement Maintenance Project (CIP 9981, 9120, 9080) for maintenance and responsibility has no direct fiscal impact. The project was constructed within its allocated budget and contingencies.
