TITLE: ACCEPTANCE OF THE EAST MARKET STREET CYCLE TRACK QUICK BUILD PROJECT, CIP NO. 9364 RECOMMENDED MOTION:

A motion to approve a Resolution:

Accepting the East Market Steet Cycle Track Quick Build Project, CIP No. 9364 for maintenance and responsibility; and 2) Authorizing the payment of outstanding invoices in the amount of $5,735.

EXECUTIVE SUMMARY:

On November 14, 2023, the City awarded a construction contract to Coastal Paving & Excavating, Inc. for the East Market Street Cycle Track Quick Build Project in the amount of $204,700.00. Construction began on May 6, 2024, and the contractor had 70 workings days to complete the project. During construction, unforeseen conditions and unanticipated events occurred which changed the scope of the work, a total of five change orders were issued for this project resulting in an increase of the total cost to $206,821.67. The project was substantially complete on July 13, 2024, within contract time, and final punch list work was completed on August 15, 2024.

BACKGROUND:

The City of Salinas proposed the construction of a quick-build median cycle track along East Market Street between Eucalyptus Drive and Williams Road to improve the safety and comfort of existing bicycle facilities by converting the existing bicycle facilities into Class IV bikeways. To meet criteria for funding, the City conducted a pre-construction “before study” that illustrated the necessity for improved bicycle facilities. The City’s Vision Zero Action Plan, approved by City Council in 2021 through Resolution No.22184, identified East Market Street as the corridor with the most bicycle collisions in the city over a recent 10-year period. The project which further enhances the existing bicycle facilities installed as part of the Fremont – El Sausal Safe Routes to School Project from 2018, is consistent with numerous design guides and transportation plans such as Safe Routes to School (SRTS) and the Monterey County Active Transportation Plan.

Due to quick nature of the proposed improvements, the project qualified for the newly established “quick build” grants from the Transportation Agency for Monterey County (TAMC). On October 10, 2023, City Council approved Resolution No. 22812 accepting $326,000.00 in grant funds from the TAMC through the 2023 Regional Surface Transportation Program (RSTP) to improve existing bicycle facilities on East Market Street. The City initiated a request for proposals to contractors under the Master Service Agreement for On-Call Class A Contractor Services. The City received only one proposal from Coastal Paving & Excavating, Inc. in the amount of $204,700.00. On November 14, 2023, City Council approved plans and specifications for the East Market Street Quick Build Project, and awarded a contract to Coastal Paving & Excavating, Inc. in the amount of $204,700.00 through Resolution No. 22845.

The contract established that the contractor should complete the work within 70 workings days, construction began on May 6, 2024. During the project, one day was considered a non-working day, no other time extensions or delays were approved. The project was deemed substantially complete on July 13, 2024, within contract time. Final punch list work was completed on August 15, 2024.

During construction several unforeseen conditions and unanticipated events occurred which changed the scope of work. A total of five contract change orders were processed for this project which totaled $2,121.67. The contract change orders increased the project cost to a total of $206,821.67, below the construction contingency. A summary of the change orders are listed below:
