TITLE: SECOND AMENDMENT WITH WALLACE GROUP FOR THE BORONDA ROAD CONGESTION RELIEF PROJECT PHASE 1 (CIP 9510) RECOMMENDED MOTION:

A motion to approve the Second Amendment with Wallace Group to provide professional engineering design support services during the construction phase of the Boronda Road Congestion Relief Project Phase 1 (CIP 9510) in an amount not to exceed $199,948.

EXECUTIVE SUMMARY:

On May 15, 2018, City Council approved the Proposal from Wallace Group for the detailed design phase and related services for the Boronda Road Congestion Relief Phase 1 Project in the amount of $1,152,546 in accordance with the Master Services Agreement with Wallace Group dated October 11, 2017.

Wallace estimated possible support services to cost approximately $199,948. The actual cost will be dependent on the need for assistance. Amendment #2 allocates funds to provide the required design support during construction.

The 2017 Master Services Agreement expired in October 2022. On January 10, 2023, City Council approved a new Master Services Agreement with Wallace Group. Accordingly, Amendment #2 will be subject to the terms and conditions of the 2023 Master Services Agreement.

BACKGROUND:

The Boronda Road Congestion Relief Project (Project) proposes to widen East Boronda Road into a four-lane roadway (two-lanes at each direction) between Dartmouth Way and Independence Boulevard, and to construct roundabouts at McKinnon Street, El Dorado Drive, Natividad Road, and Independence Boulevard. In May 2017, City Council approved the roundabout concept at the intersections identified above along with Hemingway Drive (Resolution No. 21169). The Project is planned to be built in phases to accommodate funding availability. The Boronda Road Congestion Relief Phase 1 Project (Phase 1 Project) will build the McKinnon roundabout and associated improvements from east of Dartmouth Way to a point between McKinnon Street and El Dorado Drive.

On May 15, 2018, City Council approved a proposal from Wallace Group for the design of the Phase 1 Project in the amount of $1,152,546 in accordance with the Master Services Agreement with Wallace Group dated October 11, 2017 (Resolution No. 21390).

The Phase 1 Project will include:

Widening of East Boronda Road from east of Dartmouth Way to east of El Dorado Dr from two lanes to four lanes; Constructing a multilane roundabout at McKinnon Street; Relocating the existing agricultural ditches along the north side of East Boronda Road north of the improvements; Constructing stormwater treatment facilities and bioretention facilities to mitigate runoff from the improvements; Constructing buffered bike lanes;
Constructing shared‐use paths at the roundabout;
Installing a flashing beacon system at the pedestrian crossing; Constructing bus pullouts, street lighting, sidewalks, ADA-compliant pedestrian curb ramps at all crosswalks; and install storm drain lines, sanitary sewer mainline and extensions, and pavement delineation and street signs, and landscaping.

Design of the Phase 1 Project was completed in February 2024. The Phase 1 Project was awarded to Granite Construction Company on June 18, 2024 (Resolution No. 23008 and 23053) and is currently at its materials submittals and review phase. Construction is tentatively scheduled to begin in late fall this year.

Wallace Group estimates $199,948, may be needed to cover the cost of providing engineering design support services during the construction phase of the Phase 1 Project. Engineering design support services will include review of materials submittals, review of Request for Information (RFIs), site visits to review issues or concerns, preparation of design plan revisions, assistance in the determining quantities and payment analysis for potential changes, and assistance in the preparation of “as-built” drawings.

The 2017 Master Services Agreement expired in October 2022. On January 10, 2023, the City Council approved a new Master Services Agreement between the City of Salinas and Wallace Group (Resolution No. 22562 and 22964). Accordingly, this Amendment #2 will be subject to the terms and conditions of the 2023 Master Services Agreement with Wallace Group for a total amount not to exceed $199,948.
