DEPARTMENT: PUBLIC WORKS ENVIRONMENTAL MAINTENANCE
FROM: DAVID JACOBS, PUBLIC WORKS DIRECTOR
BY: GARY GABRIEL, WASTEWATER MANAGER
TITLE: EMERGENCY PIPE REPAIR – LAKE STREET LIFT STATION RECOMMENDED MOTION:

A motion to approve a Resolution authorizing the City Manager to execute:

The Agreement with Ellison Environmental, Inc. dba Fluid Resource Management for the emergency pipe repairs at the Lake Street Lift Station in an amount not to exceed $59,360; and The Agreement with Green Line Liquid Waste for the emergency response to the pump house flooding in an amount not to exceed $2,240.

EXECUTIVE SUMMARY:

On September 28, the Lake Street Lift Station experienced an issue with failed piping causing the pump house to flood. Green Line Liquid Waste Company was called out to clear the flooded area. Ellison Environmental, Inc. dba Fluid Resource Management was then called to repair the failed piping that caused the flood. This emergency repair of force main piping is critical to the continued movement of sanitary sewer wastewater that is discharged 24 hours a day. The repair is essential for the health and safety operations of continued pumping of wastewater from the businesses and residents of Salinas to prevent a sanitary sewer overflow (SSO) from the Sanitary Sewer System or Lift Station Facility.

BACKGROUND:

Lake Street Lift Station is the largest sanitary sewer lift station in the City of Salinas. Lake Street Lift Station is located near the center of the sewer collection system at 146 East Rossi Street. This lift station collects flow from residential, commercial, industrial, hotels, and schools from a large upstream area of approximately 4,108 acres. Lake St. Lift Station moves an average of 3 million gallons of raw sewage a day from upstream dischargers. The Wastewater Division of Public Works oversees operations and maintenance of the Lake Street Lift Station. Inspections and maintenance are performed daily to keep the facility functioning and processing theses flows that are received from the upstream dischargers 24 hours per day 7 days per week.

The sanitary sewer system is regulated under a waste discharge requirement (WDR) permit administered by the California Regional Water Quality Control Board and overseen by the Central Coast Waterboard to maintain the sanitary sewer system as prescribed in the permit.

Lake Street lift station is a critical component of the wastewater movement and process for downstream treatment of the generated wastewater. This repair is needed to continue wastewater movement and process without any potential delays or down time.

Green Line Liquid Waste Company was contacted during the emergency for pumping services of the dry well that was flooded due to the pipe failure. Greenline was contacted because they are a local pumping service that respond to emergencies. The City of Salinas has used Greenline service in the past for projects and emergencies. Ellison Environmental, Inc. dba Fluid Resource Management was contacted to perform the emergency repairs to piping. Ellison Environmental, Inc. dba Fluid Resource Management was contacted because they have completed lift station repairs at Lake St and are familiar with the functionality of the facility, and they were available to start emergency repairs right away. Ellison Environmental, Inc. dba Fluid Resource Management also recently submitted an RFP to the City for lift station repairs.
