RESOLUTION NO. (N.C.S.)
A RESOLUTION REJECTING ALL BIDS FOR THE SALINAS MUNICIPAL AIRPORT TAXILANE REHABILITATION PROJECT – PHASE 1, CIP 9354 WHEREAS, On December 13, 2022, City Council approved resolution 22549, accepting grant funding from the Federal Aviation Administration (FAA) and Caltrans Division of Aeronautics for the design of the Salinas Municipal Airport Taxiway Bravo and Taxilane Rehabilitation when awarded and authorizing the City Manager to execute all required documentation for the grant offer; and WHEREAS, The City contracted Kimley Horn to develop the plans, specifications, and an engineer’s estimate for a taxilane rehabilitation project and create an application package to apply to the Bipartisan Infrastructure Law (BIL) Airport Infrastructure Grants (AIG); and WHEREAS, The Salinas Municipal Airport Taxilane Rehabilitation Project – Phase 1 bid package was approved by the City Engineer on February 23, 2024 and was advertised for bidding on the same date with a bid opening date of March 15, 2024; and WHEREAS, City Staff on March 15, 2024, at a public meeting held via Zoom from City Hall, at Salinas, California, publicly opened, examined, and declared all bids delivered electronically via PlanetBids for the Salinas Municipal Airport Taxilane Rehabilitation Project – Phase 1, CIP 9354 in accordance with the Project Specifications; and WHEREAS, the City received three bids for the Salinas Airport Taxilane Rehabilitation Project – Phase 1, from Coastal Paving & Excavating, Radius Earthwork Inc., and Granite Rock Company with a total Base Bid of $1,650,650.00, $1,935,342.75, and $1,970,248.50, respectively; and WHEREAS, On August 13, 2024 the FAA announced that the Salinas Municipal Airport would receive $880,610.00 as part of the 2024 BIL AIG round nine announcements; and WHEREAS, the project specifications required bids to be valid for 180 calendar days. The project was bid on March 15, 2024 and bid proposals expired on September 11th, 2024; and WHEREAS, there are currently insufficient funds in CIP 9354 to award the Salinas Airport Taxilane Rehabilitation Project – Phase 1; and WHEREAS, the Project Specifications grant the City the right to reject any and all proposals and waive any irregularities to any proposals received.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council hereby rejects all bids received for the Salinas Municipal Airport Taxilane Rehabilitation Project – Phase 1, CIP 9354.
