RESOLUTION NO. (N.C.S.)
A RESOLUTION OF THE CITY COUNCIL OF SALINAS ADOPTING THE SALINAS BROADBAND MASTER PLAN AS A KEY STRATEGIC PLANNING DOCUMENT WHEREAS, in November 2019, the City Council unanimously accepted the Alisal Vibrancy Plan (AVP) as a strategic planning document. The AVP is an action-oriented, comprehensive strategy for Salinas. The Plan’s purpose is to communicate the collective vision, goals, and desires of those who live, work, worship, and shop in the Alisal; and WHEREAS, on April 4, 2023, the City entered into a professional services agreement with Kimley Horn for the preparation of the Salinas Broadband Master Plan and Alisal Neighborhood Broadband Fiber Design Network; and WHEREAS, the establishment of a Broadband Master Plan will prioritize build out for underserved and unserved communities and will promote local economic development opportunities; and WHEREAS, a primary objective of developing a Salinas Broadband Master Plan is to provide a framework for fundable projects that the City can pursue to create a foundation to bridge the digital divide for its residents, stimulate the local economy, and recommend actions to prepare the City for the everchanging digital landscape of the future; and WHEREAS, this action is not a project as defined by the California Environmental Quality Act (CEQA) Section 15061 (b) (3) as there is no possibility that the action may have a significant effect on the environment. Any subsequent discretionary projects resulting from this action will be assessed for CEQA applicability.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council adopts the Salinas Broadband Master Plan, provided as Exhibit “A” as a strategic planning document.
