EXECUTIVE SUMMARY:
On November 16, 2021, the City Council allocated ARPA funding to support the repair and renovation of public facilities. Following multiple needs assessments, the Salinas Fire Department (SFD) prioritized Fire Station No. 1, which has not undergone any significant repairs to its living quarters since its construction in 1980 and has accrued substantial deferred maintenance. As the busiest station in the City, serving 30% of total calls in Fiscal Year 2023-2024, Station No. 1 requires urgent attention. On August 17, 2024, a request for bids for the renovation work was issued, resulting in four submissions. The SFD has identified the lowest and most responsible bidder and seeks authorization to award a contract.
BACKGROUND:
Salinas Fire Station No. 1 has been a critical asset to the community since 1982. It is the largest and the busiest in the City, handling the highest demand for services and requiring the most staffing and unit hours compared to other stations. In FY 2023-2024, it responded to 30% of the City's total calls, significantly more than the 14% average at other stations.
In April 2022, the City Council allocated ARPA funds for the renovation of public facilities, including fire stations. Subsequently, the Salinas Fire Department began addressing the urgent needs of Station No.1. In September 2023, the City Council adopted the Salinas Fire Department Master Plan, which included an assessment of all fire stations. Station No. 1 was identified as being in poor condition, with deteriorating infrastructure and deferred maintenance issues that had accumulated since its construction. An October 2023 facilities assessment report further prioritized Station No. 1, highlighting critical needs related to carcinogen management, safety, accessibility, and livability. Additional upgrades are required for essential building systems, including station alerting systems, apparatus bay doors, and mechanical, plumbing, and electrical components.
Working in collaboration with RRM Design Group, the Fire Department developed construction documents based on prioritized needs. On August 17, 2024, the renovation project was publicly advertised via PlanetBids. By the September 24, 2024, deadline, SFD received bids from four contractors: Kent Construction, Avila Construction, Diede Construction, and S&H Construction. Following evaluation, Kent Construction was identified as the lowest and most responsible bidder. The SFD now seeks Council approval to proceed with executing a contract agreement.
The City Council initially allocated $2.9 million for this project; however, due to rising construction costs, the lowest and most responsible bid for the base bid and bid alternates was received from Kent Construction at $3,532,249.93. The Salinas Fire Department requests 20% for contingency, bringing the total construction cost to $4,238,699.92. In addition to the construction cost, SFD estimates to need an approximate $860,000 for the relocation of staff and operations, permitting, inspections, professional services, and other below-the-line costs. The total project costs are estimated to not exceed $5,098,699.92. In order to complete this project, the SFD is requesting the reappropriation of funds in CIP 9626 Fire Station 7 and in CIP 9984 Fire Training Tower at this time to the CIP 9235 Fire Station Renovation fund. However, staff will work to bring back funding recommendations in the future for these two projects as they become ready.
Renovating Fire Station No. 1 will enhance its operational capabilities and extend the useful life of the facility, enabling the Fire Department to continue delivering critical services to the City of Salinas.
