RESOLUTION NO. (N.C.S.)
A RESOLUTION REJECTING ALL BIDS FOR THE INDUSTRIAL WASTEWATER TREATMENT FACILITY INFLUENT PUMP STATION AND ELECTRICAL IMPROVEMENTS, CIP 9317 WHEREAS, the City of Salinas owns and operates an Industrial Wastewater Treatment Facility (IWTF); and WHEREAS, on March 30, 2021, the City Council approved an agreement with the State Water Resources Control Board for a grant of $8,799,154 for the Salinas Project to Enhance Regional Stormwater Supply (Resolution No. 22073); and WHEREAS, on June 14, 2022 the City Council approved a professional services agreement with E2 Consulting Engineers for the design of the project (Resolution No. 22394); and WHEREAS, City Staff on October 15, 2024, at a public meeting held via Zoom meeting from City Hall, at Salinas, California, publicly opened, examined, and declared all bids or proposals delivered electronically via PlanetBids the Industrial Wastewater Treatment Facility Influent Pump Station and Electrical Improvements, CIP 9317 in accordance with the Project Specifications; and WHEREAS, the City received two bids for the Industrial Wastewater Pump Station Improvements at Airport Blvd. Project from Anderson Pacific Engineering Construction Inc., , and Mountain Cascade, Inc., with a total Base Bid No. 2 of $10,075,740 and $9,030,000 respectively; and WHEREAS, the two bids received are higher than the engineer’s estimate; and WHEREAS, there are currently insufficient funds in CIP 9317 to award the Industrial Wastewater Pump Station Improvements Project; and WHEREAS, the Project Specifications state the City reserves the right to reject any and all proposals and waive any irregularities to any proposals received.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council hereby rejects all bids received for the Industrial Wastewater Treatment Facility Influent Pump Station and Electrical Improvements, CIP 9317.
