RESOLUTION NO. 22631 (N.C.S.)
A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS FOR THE NATIVIDAD CREEK PARK RESTROOM REHABILITATION PROJECT (CIP 9346)
AND REJECTION OF ALL BIDS RECEIVED IN RESPONSE TO THE CITY OF
SALINAS REQUEST FOR PROPOSALS FOR THE NATIVIDAD CREEK PARK RESTROOM REHABILITATION CIP NO. 9346 ISSUED DECEMBER 16, 2022
WHEREAS, City staff have completed the Plans and Specifications for the Natividad Creek Park Restroom Rehabilitation Project (CIP 9346); and
WHEREAS, the Project will be fully funded using City Community Development Block Grant funds as authorized by Council in its U.S Department of Housing and Urban Development FY 2019-20 Annual Action Plan on June 4, 2019; and
WHEREAS, City staff noticed the Project for bid on December 16, 2022, with a submission deadline of January 17, 2023, and issued two clarifying Addendums within the bid submission period; and
WHEREAS, the City received a total of three bid proposals, of which two w ere disqualified and the third deemed complete with a total cost 48% above the Project’s original construction cost estimate; and
WHEREAS, staff recommends the rejection of all bids received due to the low number of qualified accepted bids and a determination that the single complete bid proposal received has a significantly higher cost than the original construction cost estimate and is beyond a reasonable level of acceptance; and
WHEREAS, following the rejection of all b ids, staff will prepare and release a second Request for Proposals in an attempt to obtain bids more closely aligned with the anticipated costs; and
WHEREAS, the City has determined that the Project is exempt from the California Environmental Quality Act (CEQA) Guidelines (Section 15301 Existing Facilities , Class 1 (a)(c)(d)(g)) because the project proposes rehabilitation of an existing public restroom facility.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council hereby approves the Plans and Specifications for the Natividad Creek Park Restroom Rehabilitation Project (CIP9346); and
BE IT FURTHER RESOLVED that the Salinas City Council hereby rejects all bids received in response to the City of Salinas Natividad Creek Park Restroom Rehabilitation Project CIP NO. 9346.
