RESOLUTION NO. (N.C.S.)
A RESOLUTION AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT PROHOUSING INCENTIVE PROGRAM ROUND 3 WHEREAS, pursuant to Health and Safety Code 50470 et. Seq, the California Department of Housing and Community Development (HCD) is authorized to issue Guidelines as part of the Prohousing Incentive Program (PIP); and WHEREAS, the City meets eligibility criteria including but not limited to the Prohousing Designation; and WHEREAS the City Council of the City of Salinas desires to submit a PIP Round 3 grant application package (Application), using the forms provided by HCD, for approval of grant funding for eligible activities toward planning and implementation activities related to housing and community development; and WHEREAS, HCD issued a Notice of Funding Availability, guidelines, and an Application on August 15, 2024, making available $8 million dollars for PIP Round 3; and WHEREAS, the City’s PIP Round 3 Application to the HCD could result in the City receiving a PIP Round 3 award in an amount not to exceed $1,250,000; and WHEREAS, the City intends to accept awarded funds to support its established Strategic Plan Goals and Strategies of Housing/Affordable Housing; and WHEREAS, the City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378). Any subsequent discretionary projects resulting from this action will be assessed for CEQA applicability.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council authorizes the submission of a PIP Round 3 application to HCD on or before December 31, 2024 to the California Department of Housing and Community Development (HCD) of up to $1,250,000 to assist persons who are experiencing or at risk of homelessness, and to develop, acquire, and preserve affordable housing for households earning up to 120% AMI, or 150% AMI in high-cost areas; and BE IT FURTHER RESOLVED that the Salinas City Council authorizes the City Manager or designee to accept HCD PIP Round 3 funds, and execute all required Agreements and related documents necessary to implement the program, if awarded; and BE IT FURTHER RESOLVED that the Salinas City Council authorizes the establishment of an HCD PIP Round 3 appropriation budget allocation based on awarded budget and activities.
