TITLE: AGREEMENT WITH PAGE AND TURNBULL, INC. TO COMPLETE A CITYWIDE HISTORIC RESOURCES SURVEY UPDATE RECOMMENDED MOTION:
A motion to approve a Resolution authorizing the City Manager to negotiate and execute an Agreement for Professional Services (Agreement) with Page & Turnbull, Inc. for a Citywide Historic Resources Survey Update in an amount not to exceed $363,954.00 from December 3, 2024 to December 31, 2026.
EXECUTIVE SUMMARY:
The City’s last comprehensive survey of historic resources was in 1989, with a review of downtown properties completed in 2016. An updated Citywide survey of historic resources will identify previously unidentified historic resources, as well as resources that have become eligible for historic designation since the last survey was completed in 2016. This Agreement will allow the City and its consultant, Page & Turnbull, Inc. to complete an updated Citywide survey of historic resources, The Agreement’s not to exceed amount is $363,954.00 with a term of December 3, 2024 to December 31, 2026.
BACKGROUND:
The City of Salinas has a rich and diverse history and there are multiple historic buildings and other resources representing the different elements of the City’s history. Many homes and other buildings provide a physical connection to Salinas’ culture and its literature, agriculture, the labor movement, and other historical moments. Along with these historic ties, Salinas is home to buildings representing architectural styles such as Art Deco, Modern, and other early 20th-century architectural movements.
With over 30 years passing since the comprehensive 1989 Survey, and eight (8) years since the downtown property Survey, the City is interested in exploring a new effort to fully catalog historic structures in Salinas. A citywide historic resources survey serves as a tool for identifying, recording, and evaluating cultural resources, including buildings, structures, objects, sites.
Developing an updated Citywide survey of historic resources supports the General Plans goals and policies related to historic preservation, supports existing historic resource preservation programs, such as the Mills Act program that was approved by Council in June 2024, and supports historic tourism and education activities.
On October 4, 2022, the City Council approved Resolution No. 22491 (N.C.S) adopting a three-year Advanced Planning and Current Planning Services On Call List. In the summer of 2024, the City requested a proposal for a Citywide Historic Resources Survey from the Page & Turnbull, Inc, an historic resources consultant from the approved-On Call List. The attached proposal from Page and Turnbull (Attachment 3) outlines the scope of services and schedule for the Historic Resources Survey, including the Citywide survey and community engagement. The proposal includes two options, one without a detailed historic context statement (Option A), and one with a detailed historic context statement (Option B). Staff is recommending selecting Option B due to the added value of having a comprehensive historic context statement for the City.
