SALINAS CITY COUNCIL FINANCE COMMITTEE
Tuesday, November 12, 2024

COMMITTEE MEMBERS PRESENT: Mayor Kimbley Craig and Councilmember Orlando Osornio.
STAFF PRESENT: City Manager Rene Mendez, Finance Director Selina Andrews, Community Development Director Lisa Brinton, Finance Management Analyst Yesenia Nunez, and Acting Assistant Finance Director Abe Pedroza.
Mayor Kimbley Craig called the meeting to order at 2:06 p.m.

2. MINUTES
The minutes of th e October 8, 2024 meeting were approved by motion of Committee Member Osornio, second by Committee Member Craig.
3. DISCUSSION ITEMS
A. Purchasing Threshold Authority
Finance Director Selina Andrews delivered the presentation, aimed at updating procurement ordinances referencing authority to execute City contracts/agreement and increase certain appropriation thresholds. Specifically, staff recommends Council increase the threshold for formal Council approval from $100,0 00 to $250,000, along with additional revisions to the procurement policy. Prompted by councilmember Orlando Osornio, City Manager Rene Mendez confirmed the various legal and financial control mechanisms will remain intact with the changes aimed at improving efficiencies and timeliness. Both Mayor Craig and committee member Osornio voiced their support for the item.
B. Residential Rental Registration and Rent Stabilization Program Update
Mayor Kimbley Craig recused herself from the agenda item. Community Development Director Lisa Brinton then presented, providing a background on the topic before going over various specifics including an updated timeline, fee ranges, budget ary implications , workforce, funding, and more. A fter clarifying details regarding fees and positions, councilmember Orlando Osornio voiced his support of the program.
