TITLE: LETTER OF SUPPORT FOR CALIFORNIA STATE ASSEMBLY BILL 49 (MURATSUCHI): SCHOOLSITES AND DAY CARE CENTERS; ENTRY REQUIREMENTS: IMMIGRATION ENFORCEMENT RECOMMENDED MOTION:
A motion to approve a Resolution authorizing the Mayor to sign a letter on behalf of the City of Salinas in support of California State Assembly Bill 49 (Muratsuchi).
BACKGROUND:
At the February 11, 2025, City of Salinas Council meeting Councilmember Jose Luis Barajas requested support from Council to direct staff to bring back a letter of support for California State Assembly Bill 49. Several Councilmembers expressed support for this request. Assembly Bill 49, as introduced by Assemblymember Muratsuchi, establishes protocols regarding entry by United States Immigration and Customs Enforcement (ICE) into school sites and day care centers, requiring that any such entry be predicated on the presentation of valid identification, a written statement of purpose, and a valid judicial warrant, along with prior approval from designated educational or childcare officials.
The City of Salinas recognizes its long and rich history of immigrants who have contributed to our local economy and become leaders in our community. We are a diverse city with foreign-born residents comprising over 38% of the City’s total population. The City of Salinas values a community where all residents regardless of immigration status can access vital services with confidence. Therefore, the City of Salinas wants to assure immigrants, refugees, and other newcomers opportunities for economic security, empowerment, and civic engagement, which are safe and free from discrimination, oppression, and violence, including safety to attend and work at our schools and to send children to daycare.
The attached letter of support for your review and approval is modeled after the County of Monterey’s letter of support. This includes a suggestion to Assemblymember Muratsuchi that the bill extend to include family childcare homes. Staff recommends you approve the letter of support for California State Assembly Bill 49.
