SALINAS CITY COUNCIL FINANCE COMMITTEE
Tuesday, May 6, 2025

COMMITTEE MEMBERS PRESENT: Mayor Dennis Donohue, Councilmember Margaret D’Arrigo and Councilmember Gloria De La Rosa.
STAFF PRESENT: City Manager Rene Mendez, Assistant City Manager Lisa Murphy , Finance Director Selina Andrews, Human Resources Director Marina Horta-Gallegos, Public Works Director David Jacobs, Community Development Director Lisa Brinton, Library and Community Services Director Kristan Lundquist, Police Chief Carlos Acosta, Police Commander Luis Bravo, Police Servi ces Administrator Tonya Erickson, Fire Chief Sam Klemek , Finance Management Analyst Yesenia Nunez, and Acting Assistant Finance Director Abe Pedroza.
Mayor Dennis Donohue called the meeting to order at 2:00 p.m.

2. MINUTES
The minutes of th e April 8, 2025 meeting were unanimously approved by motion of Committee Member D’Arrigo, second by Committee Member De La Rosa.
3. DISCUSSION ITEMS
A. FY 2025-26 Preliminary Budget Update
Finance Director Selina Andrews delivered a preliminary update on the FY 2025 -26 annual budget development process. The report focused on the General Funds, providing an overview of projected fund balance, sources, uses, reserve allocations, and capital. The committee unanimously motioned to deem the report received.
B. Public Works Services Update
Public Works Director David Jacobs provided a Public Works services update, focusing on streets and sidewalks.
Staff will bring the item back to the committee, providing options for allocation of funding The committee unanimously motioned to deem the report received.
C. Welcome Center Quarterly Update
Community Development Director Lisa Brinton delivered the 2024 quarter thre e California Wel come Center update. The committee unanimously motioned to deem the report received.

No future agenda items comments.
Next meeting is scheduled for Tuesday, May 13, 2025.
