SALINAS CITY COUNCIL FINANCE COMMITTEE
Tuesday, October 14, 2025
1:00 P.M.
COMMITTEE MEMBERS PRESENT: Mayor Dennis Don ohue, Councilmember Margaret D’Arrigo and Councilmember Gloria De La Rosa.
STAFF PRESENT: City Manager Rene Mendez, Finance Director Selina Andrews, Assistant Finance Director Abe Pedroza, Fire Chief Sam Klemek, Chief of Police Carlos Acosta, Public Works Director David Jacobs, Info Systems Manager Carlos Ortega, Network/Sys Administrator Priyesh Panchal, Integration/Applications Admin Joyce Burnett -Davis, Computer Systems Administrator Hue Manalo, and Administrative Analyst Nick Luciano.
Mayor Dennis Donohue called the meeting to order at 1:00 p.m.

None.
2. MINUTES
The minutes of the September 9, 2025 meeting were unanimously approved by motion of Committee Member D’Arrigo, second by Committee Member De La Rosa.
3. DISCUSSION ITEMS
A. Measure G Update
Finance Director Selina Andrews delivered the presentation , highlighting a break down of the general operating fund, the Measure G budget by department, the total positions funded by Measure G, as well as a break down of those positions by department.
B. Information Technology Update
Info Systems Manager Carlos Ortega delivered the presentation, highlighting the over all technology vision and major accomplishments from the prior fiscal year, including the transition to Salinas.gov, development of the AI & Technology Use Policies, as well as the roll-out of ID badges. The presentation also detailed the FY 25-26 IT Work Plan, cybersecurity updates and examples of current and future uses of AI.

No future agenda items comments. Next meeting is scheduled for Tuesday, November 4, 2025.
