RESOLUTION NO. (N.C.S.)
A RESOLUTION ACCEPTING THE NORTH MAIN STREET AND LAMAR STREET PEDESTRIAN IMPROVEMENTS, CIP NO. 9362 FOR MAINTENANCE AND RESPONSIBILITY WHEREAS, on September 14, 2021, City Council adopted the City of Salinas Vision Zero Action Plan, where the intersection of North Main Street and Lamar Street was identified as having high pedestrian collisions; and WHEREAS, City staff developed a plan for the installation of new overhead Rectangular Rapid Flashing Beacon (RRFB) system along with new signage and striping to improve pedestrian safety; and WHEREAS, City staff submitted an application for HSIP funds and on May 2, 2023, City Council approved a Resolution accepting HSIP funds in the amount of $247,500 and authorized the allocation of $27,500 of Measure X funds; and WHEREAS, on November 13, 2023, the City advertised for the submission of bids for the North Main Street and Lamar Street Pedestrian Improvements, CIP No. 9362; and WHEREAS, on December 12, 2023, the City opened bids with Coastal Paving and Excavating, Inc. being the lowest bidder in the amount of $209,209; and WHEREAS, on January 23, 2024, City Council approved a Resolution awarding a construction contract to Coastal Paving and Excavating, Inc. in the amount of $209,209; and WHEREAS, the project was determined exempt from the California Environmental Quality Act (CEQA) Guidelines Section 15301(c); and WHEREAS, construction began on July 29, 2025, and the contract established that the contractor should complete the work within 70 working days; and WHEREAS, construction was completed on October 31, 2025, within contract time.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council accepts the North Main Street and Lamar Street Pedestrian Improvements, CIP No. 9362 for maintenance and responsibility.
