SALINAS CITY COUNCIL FINANCE COMMITTEE

COMMITTEE MEMBERS PRESENT: Mayor Dennis Donohue and Councilmember Margaret D’Arrigo
STAFF PRESENT: City Manager Rene Mendez, Assistant City Manager Lisa Murphy, Finance Director Selina Andrews, Assistant Finance Director Abe Pedroza, Fire Chief Sam Klemek, Management Analyst Estefania Vargas, Public Works Director David Jacobs, LCS Director Kristen Lundquist, CDD Director Lisa Brinton, Finance Management Analyst Yesenia Nunez, and Administrative Analyst Nick Luciano.
Mayor Dennis Donohue called the meeting to order at 2:03 p.m.
1. PUBLIC COMMENT
None.
2. MINUTES
The minutes of the November 4, 2025 meeting were unanimously approved by motion of Mayor Donohue, second by Committee Member D’Arrigo.
3. DISCUSSION ITEMS
A. Fire Apparatus Purchase and Lease Financing
Management Analyst Estefania Vargas gave the presentation, outlining the need for purchase and lease financing of fire apparatus, detailing the need for a pumper, tiller and type 6 vehicle, their costs and associated lead times. The committee moved to recommend approval of this item by City Council on December 9, 2025.
B. Treasurer’s Report – Quarter Ended September 30, 2025
Finance Director Selina Andrews gave the introductory portion of the presentation, touching on the City’s distribution of cash and investments . Chandler Asset Management’s Karl Meng gave the remainder of the presentation, detailing several of the City’s investments and their performance.

Next meeting is scheduled for Tuesday, January 13, 2025.
