SALINAS CITY COUNCIL FINANCE COMMITTEE

COMMITTEE MEMBERS PRESENT: Mayor Dennis Donohue
STAFF PRESENT: City Manager Rene Mendez, Finance Director Selina Andrews, Assistant Finance Director Abe Pedroza, Deputy Director of Economic Development Nathan Kieu, and Administrative Analyst Nick Luciano.
Mayor Dennis Donohue called the meeting to order at 2:06 p.m.
1. PUBLIC COMMENT
None.
2. MINUTES
The minutes of the January 13, 2026 meeting were tabled until the February 17, 2026 meeting due to lack of quorum.
3. DISCUSSION ITEMS
A. 2025 Annual Comprehensive Financial Report
Coley Delaney, the City’s engagement partner with the Pun Group gave the presentation. He highlighted the required communications, including significant accounting policies, significant estimates and sensitive disclosures. He also covered the audit responsibilities, including those of management and the auditors. Additionally h e provided an overview of the financial statements, including the statement of activities, general fund balance sheets and condensed statement of revenues, expenditures and changes in fund balance.

Next meeting is scheduled for Tuesday, February 17, 2026.
