RESOLUTION NO. (N.C.S.)
A RESOLUTION ACCEPTING THE 2025 HOUSING ELEMENT ANNUAL PROGRESS REPORT AND AUTHORIZING SUBMITTAL TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT AND THE GOVERNOR’S OFFICE OF LAND USE AND CLIMATE INNOVATION (LCI) WHEREAS, the Salinas City Council adopted the City's 6th Cycle Housing Element on December 5, 2023, and received certification by HCD on February 8, 2024; and WHEREAS, Section 65400 of the California Government Code requires the City to file a Housing Element (HE) Annual Progress Report (APR) addressing the status of the General Plan HE and progress made toward implementing its goals and policies; and WHEREAS, the 2025 HE APR was prepared and must be submitted to the California Department of Housing and Community Development (HCD) and the Governor’s Office of Land Use and Climate Innovation (LCI) by April 1, 2026; and WHEREAS, the HE APR accurately reflects the City’s progress in implementing the goals and policies of the 2023-2031 General Plan HE; and WHEREAS, the City Council has confirmed that the HE APR is not a project as defined by CEQA Guidelines Section 15378 and, therefore, no environmental assessment is required; and WHEREAS, on March 4, 2026, the Planning Commission approved a Resolution recommending that the City Council accept the 2024 HE APR and authorize its submittal to HCD and LCI; and WHEREAS, on March 10, 2026, City staff provided an administrative report to the City’s Housing and Land Use Committee (HLUC) regarding the 2025 HE APR and the HLUC recommended that City Council accept the 2025 HE APR and authorize its submittal to HCD and LCI.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council hereby accepts the 2025 HE APR and finds that the report accurately reflects the City’s progress in implementing the 2023-2031 General Plan Housing Element and authorizes its submittal to HCD and LCI as required by California Government Code Section 65400(b).
