RESOLUTION NO. (N.C.S.)
A RESOLUTION AWARDING THE MONTEREY ST. PARKING GARAGE MANAGEMENT AGREEMENT TO LAZ PARKING CALIFORNIA, LLC WHEREAS, On November 7, 2025, the City issued a formal Request for Proposals (RFP) seeking qualified firms to provide parking garage management services for the Monterey St. Parking Garage, and four responsive proposals were received from experienced and qualified vendors; and WHEREAS, City staff conducted a thorough evaluation of all submitted proposals, assessing each firm’s qualifications, operational experience, cost effectiveness, technical capabilities, and demonstrated ability to successfully manage current operations while adapting to anticipated future upgrades; and WHEREAS, LAZ Parking California, LLC demonstrated a clear understanding of the City’s operational needs and objectives, presented a competitive and cost-effective proposal, and exhibited the technical expertise and proven capacity to seamlessly transition the Monterey Street Parking Garage to modernized systems and future technological enhancements; and WHEREAS, City staff selected LAZ Parking California, LLC as the vendor best positioned to partner with the City to deliver efficient, innovative, and customer-focused parking garage management services, and therefore recommend that the City Council award a services agreement to LAZ Parking California, LLC.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council authorizes the City Manager to execute a services agreement with LAZ Parking California, LLC for the management of the Monterey Street Parking Garage in an annual amount not to exceed $390,472, for a total not to exceed amount of $1,171,416, through January 1, 2029, with an option to extend the term for two (2) additional one-year periods.
