RESOLUTION NO. (N.C.S.)
A RESOLUTION APPROVING THE PUBLIC WORKS QUALITY ASSURANCE PROGRAM WHEREAS, the City of Salinas Public Works Department is responsible for the planning, design, construction, and maintenance of public infrastructure, including streets, sidewalks, stormwater systems, sanitary sewer systems, and public facilities; and WHEREAS, state and federal agencies, including the California Department of Transportation (Caltrans) and the Federal Highway Administration (FHWA), require local agencies receiving transportation or infrastructure funding to adopt and maintain a Quality Assurance Program (QAP); and WHEREAS, the Quality Assurance Program establishes policies, procedures, and documentation standards to ensure that materials testing, construction inspection, and project administration are performed in accordance with applicable regulations, engineering standards, and industry best practices; and WHEREAS, the Public Works Department has prepared an updated Quality Assurance Program that consolidates existing procedures, strengthens compliance, and supports the City’s eligibility for state and federal funding; and WHEREAS, the City Council finds that acceptance of the Quality Assurance Program is in the best interest of the City and will support consistent, highquality delivery of public works projects.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council hereby approves the Public Works Quality Assurance Program (QAP) attached hereto as Exhibit A; and BE IT FURTHER RESOLVED that the Public Works Director or designee is hereby authorized and directed to update the QAP as necessary to meet federal, state and local requirements.
