PROPOSAL AND CONTRACT
PHASE II ENVIRONMENTAL SITE ASSESSMENT
WEST GABILAN STREET& LINCOLN AVENUE
LOTS 8 &12
APNs: Lot 8 (002-912-015), Lot 12 (002-245-002 thru 002-248-008)
SALINAS, CALIFORNIA
INTRODUCTION/BACKGROUND
CapRock is pleased to present this proposal to perform a Phase II Environmental Site Assessment (ESA) to assess the potential for on-site hydrocarbon, metals, and volatile organic compound contamination for the subject property located on Lots 8 & 12, West Gabilan Street and Lincoln Avenue, Salinas, California. This study is intended to provide historical information of the past and present uses of the site with regard to the potential for on-site hydrocarbon and volatile organic compound contamination, and to provide our conclusions and recommendations. The scope of work is based on recommendations from the CapRock Phase I ESA.
This proposal and the work tasks detailed herein are presented as fulfilling the standard requirements of most financial institutions, governmental regulatory agencies, the voluntary American Society of Testing Materials (ASTM) specifications, and generally accepted industry standards and practices.
SCOPE OF WORK
1. Write a workplan and site safety plan. Apply for necessary permits from the Monterey County Environmental Health Department.
2. Coordinate with a utility locator to search on site for the underground utilities using Ground Penetrating Radar and a metal detector as appropriate.
3. Mark drilling locations in advance for underground service alert.
4. Drill six soil borings to approximately 30-foot depth (estimated groundwater depth). Collect three soil samples from each boring. Collect a grab water sample from each soil boring if possible
5. Drill 6 shallow soil borings for soil vapor sampling.
6. Collect one soil sample from each boring.
7. Soil and groundwater samples collected will be submitted to a State-certified laboratory, under the proper chain of custody, to be analyzed for the presence of Petroleum Hydrocarbons (TPHg, Exhibit B

TPHd, oil), metals, and Volatile Organic Compounds (VOCs) MTBE, and BTEX using appropriate EPA analytical methods.
8. Installation of Soil Vapor Sample Points: Three soil borings will be installed using a clean 2-inch geotechnical hand auger in general accordance with the Department of Toxic Substance Control's (DTSC's) guidelines for Active Soil Gas Investigations. The borings will be advanced to approximately 5.5ft bgs at 3 locations chosen by CapRock. Following advancement of the borings, a 1/4-inch diameter Teflon tubing attached to a polyethylene vapor implant will be installed to 5.0 ft. bgs; a sand pack of #2/12 or #2/16 sand will be placed adjacent to the soil-gas implant within the borings from 5.5 to 4.5 feet bgs, approximately 12-inches of dry granular bentonite will be placed above the sand pack followed by a hydrated bentonite seal to the ground surface. The seal should minimize ambient air from the atmosphere from intruding into the area of the polyethylene probe.
9. Soil Vapor Sampling: In general accordance with the DTSC's guidelines for Active Soil Gas Investigations, CapRock will sample each of the three newly installed soil gas sampling points a minimum of 2 hours after installation. Prior to sampling, CapRock will purge the Teflon tubing and the voids within the sand-pack and granular bentonite portion of each soil-gas sampling point of three volumes of air using a 60 ml syringe or a SUMA canister (purge canister) and will collect soil gas samples at a flow rate less than 200 milliliters per minute in either one or six liter laboratory supplied evacuate sample collection SUMA canisters. Sampling will be aborted if sol gas flow rates are less than 10 ml/minute or vacuum exceeds 10--in of mercury. Each soil-gas sampling point will be sampled in a Helium enriched atmosphere (shroud). The Helium will provide a quantifiable method (inert tracer) to ensure that representative soil gas samples are collected from each well.
10. Laboratory Analysis of Soil Vapor Samples: Each of the three soil gas samples collected from the soil gas sampling points will be analyzed at California State-certified laboratory. Each sample will be analyzed for VOCs and TPHg by EPA Test Method TO-15 and helium by ASTM D1946.
The samples will be transported to the contract laboratory under chain -of-custody-record, within a dark ambient temperature container (SUMA canister).
11. CapRock will prepare a report analyzing the information found during this investigation. The report will contain tabulated results of all laboratory analysis, a description of methods used, and a discussion of the results of the investigation. A field map of all sample locations will be included in the report. In addition, the report will include the conclusions and recommendations based on the results of this investigation.
