CITY OF SALINAS
COUNCIL STAFF REPORT
DATE: JUNE 2, 2026
DEPARTMENT: FINANCE
FROM: SELINA ANDREWS, FINANCE DIRECTOR
TITLE: TREASURER’S REPORT – QUARTER ENDED MARCH 31, 2026 RECOMMENDED MOTION:
A motion to accept the Treasurer’s Report for FY 2025-26 third quarter ended March 31, 2026.
EXECUTIVE SUMMARY:
The Treasurer’s Report is required to be submitted to the City Council at least quarterly in accordance with California Government Code Section 53600 et. seq. The purpose of the Treasurer’s Report is to update the City Council and the public on the status of the City’s cash balances and investments. The scope of this report covers the third quarter of the 2025-26 fiscal year ending March 31, 2026, and complies with the State’s reporting requirements. Going forward, staff will present a Treasurer’s Report to Council and highlight material changes between reporting periods.
BACKGROUND:
In February 2022, the City contracted with Chandler Asset Management to provide nondiscretionary investment advisory services. Staff is working in conjunction with Chandler to ensure cash and investments adhere to the principles of safety, liquidity, and yield.
On March 31, 2026, the value of the City’s total portfolio is $205.9 million. The City’s market value balance increased by $0.6 million with an end balance of $206.5 million. The funds are as follows:
Page | 2
The table below represents a summary the City’s pooled investment portfolio by type.
The overall portfolio is well diversified with $112.3 million invested in marketable securities, $46.1 million is invested in LAIF, $32.5 Million invested in money markets that are considered liquid (Money markets and cash held in investment accounts), and $15.1 million held in banking institutions. Staff, in conjunction with our financial advisors, periodically review the mix of liquid Page | 3
and long-term investments and adjust the portfolio according to the market conditions and our short-term cash needs.
Staff conducts comprehensive reviews of investment statements and engages in thorough discussions with the City’s investment advisors to ensure both the existence and viability of the City’s assets. The City maintains a conservative investment approach, selecting policy options that strictly adhere to the California State Government Code. Long-term investments are placed in securities intended to be held until maturity, which reduces exposure to market volatility.
Furthermore, every security held in the portfolio complies fully with the City’s established investment policy. As a result, the City has adequate funds available to meet its expenditure obligations for the next six months.
The distribution of investments is displayed in the following charts:

COUNCIL STAFF REPORT
DATE: JUNE 2, 2026
DEPARTMENT: ADMINISTRATION
FROM: PATRICIA M. SORATOS, CITY CLERK
ALEXIS MEJIA, ASSISTANT CITY CLERK
TITLE: NOVEMBER 3, 2026 GENERAL MUNICIPAL ELECTION
RECOMMENDED MOTION:
A motion to approve a Resolution ordering the November 3, 2026 General Municipal Election for the City of Salinas and requesting consolidation with the November 3, 2026 General Election; and requesting the County of Monterey Department of Elections conduct the election.
EXECUTIVE SUMMARY:
Article 3 of the Salinas City Charter provides for elections to be held in accordance with California Elections Code as long as they are not in conflict with the Charter. California Elections Code Division 10 outlines the general provisions and procedures for the conduct of local and consolidated elections. The terms of Councilmembers for Districts 2, 3, and 5 and the office of the Mayor are set to expire following the November 3, 2026 election and certification of the results.
Council is asked to consider ordering an election pursuant to California Elections Code section 10002 and Salinas City Charter section 3.3, requesting that the County of Monterey Department of Elections conduct the election, and request that it be consolidated with the regularly scheduled November 3, 2026, General Municipal Election.
BACKGROUND:
Pursuant to Salinas City Charter Article 2 Section 2.5 and 2.6, the following Council seats shall expire in November 2026: Mayor; Councilmembers District 2; District 3; and District 5. The Mayor is elected at-large for a two-year term. Councilmembers are elected by district for a fouryear term.
In keeping with the California Elections Code, the regular nomination filing period opens on Monday, July 13, 2026, and closes on Friday, August 7, 2026. The regular filing period will be extended to Wednesday, August 12, 2026, for any office for which the incumbent does not file or fails to qualify in accordance with Elections Code section 10225 and Charter Section 2.5. The municipal election shall be consolidated with the General Election on November 3, 2026. The resolution authorizes the City Clerk to procure the services of the County of Monterey Department Page | 2
of Elections for conducting the election. Notice of the election for officers must be published by no later than July 13, 2026. August 7, 2026 is the last day to request consolidation of the election or add initiatives to the November 3, 2026 ballot.
The City Clerk, as the Elections Official for the City of Salinas hereby requests the City Council’s authorization to consolidate the election for the aforementioned offices to be held on November 3, 2026.
Please note the attached notice from the Monterey County Registrar of Voters has an error on page 1, stating that Member, City Council, District 3 – is a two-year term, however the correct term is 4 years. The county is aware of the discrepancy and will correct this upon approval of this item by the City Council.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
CALIFORNIA GOVERNMENT CODE §84308 APPLIES:
No.
STRATEGIC PLAN INITIATIVE:
Consolidating the election on November 3, 2026, with the General Election and authorizing the Monterey County Elections Department to conduct the election on the City’s behalf supports the City Council’s strategic goal of City Services.
DEPARTMENTAL COORDINATION:
The City Clerk is charged with the duty of conducting the election pursuant to California Elections Code section 320 with consultation from the City Attorney as needed.
FISCAL AND SUSTAINABILITY IMPACT:
County of Monterey Department of Elections estimates that Salinas’ share for the cost of the election to be between $6.00 to $10.00 per registered voter, for a total estimated cost to the City between $423,186 and $705,310. CITY OF SALINAS COUNCIL
STAFF REPORT
DATE: JUNE 2, 2026
DEPARTMENT: COMMUNITY DEVELOPMENT
FROM: LISA BRINTON, DIRECTOR
BY: ANGELINE ANZINI, CHIEF BUILDING OFFICIAL
ODED ZALMANOVITCH, MANAGEMENT ANALYST
TITLE: AMENDMENT NO. 3 TO PROFESSIONAL SERVICES AGREEMENT WITH TRB AND ASSOCIATES, INC.
RECOMMENDED MOTION:
A motion to approve a resolution authorizing the City Manager to execute Amendment No. 3 to the Agreement for Professional Services with TRB and Associates, Inc., increasing the total by $900,000 for a revised not-to-exceed amount of $3,500,000.
EXECUTIVE SUMMARY:
The Permit Services Division relies on TRB and Associates, Inc., as one of five consultants to supplement City staff in plan review, permitting, and inspection services, ensuring consistent and timely customer service without replacing City employees. Contracting with TRB and Associates allows the City to respond efficiently to increases in development applications. Amendment No. 3 would increase compensation by $900,000, bringing the total cumulative not-to-exceed amount to $3,500,000 for Fiscal Year 2026–27. Funding for this amendment will be fully covered through the Permit Services Enterprise Fund using plan check and inspection fees collected prior to requesting professional services.
BACKGROUND:
In 2024, the City conducted a Request for Qualifications to identify qualified consultants. TRB and Associates, along with True North Compliance Services, 4LEAF, Shums Coda Associates, and Willdan Engineering, demonstrated extensive experience providing technical services to building departments across California. Based on the RFQ results, the City Council approved an On-Call List for permit services in July 2024 and authorized execution of Agreements for Professional Services with TRB and Associates for Fiscal Years 2024-25 through 2025-26 and with True North Compliance Services, 4LEAF, Shums Coda Associates, and Willdan Engineering for Fiscal Years 2024-25 through 2026-27. TRB and Associates was recognized for their certified staff, technical expertise, and proven Page | 2
ability to deliver timely, high-quality, and cost-effective services that support the City’s operational needs.
As permit volumes increased and staffing shortages persisted, the Permit Center required additional technical support to sustain service levels. Amendment No. 1 to the Professional Services Agreement with TRB and Associates, approved on October 8, 2024, authorized the use of TRB’s technical staff to address staffing shortfalls, rising workload, and the comprehensive and extensive needs of a three million square foot warehouse for Amazon. This amendment increased the total not-to-exceed compensation amount to $2,600,000.
On March 19, 2025, the City and Consultant executed an administrative addendum to correct an oversight in the original Agreement by including missing terms for the Scope of Service and Fee Structure for regular plan review, permitting, and inspection services for all projects.
On April 24, 2026, the City and Consultant executed Amendment No. 2 to the Agreement for Professional Services to extend the term through June 30, 2027, and update the fee structure for regular plan review, permitting and inspections for all projects to maintain timely and consistent plan review, permitting, and inspection services.
Due to the continued need to provide timely and consistent plan reviews and inspections while balancing staff workload and provide responsive services for a three million square foot warehouse, further consultant assistance is required. Amendment No. 3 to the Agreement for Professional Services requests an increase of $900,000 dollars, bringing the total cumulative not-to-exceed compensation to $3,500,000 dollars.
The original not-to-exceed amount, the Amendment No. 1 increase, and the proposed Amendment No. 3 increase for the Agreement are summarized in the table below. Consultant services are billed on a time and materials basis, according to the rates of compensation set in Exhibit B to the Agreement, which is provided in Attachment 6 of this report. Funding is fully covered by plan check and inspection fees through the Permit Services Enterprise Fund.

Insurance Requirements
Consultant shall procure and maintain for the duration of the Agreement insurance against claims for injuries to persons or damage to property which may arise from or in connection with the performance of the work hereunder and the results of that work by the Consultant, his agents, representatives, employees, or subcontractors. With respect to General Liability and Professional Liability, coverage should be maintained for a minimum of five (5) years after Agreement completion.
MINIMUM SCOPE AND LIMIT OF INSURANCE
Coverage shall be at least as broad as:
(A)Commercial General Liability (“CGL”): Insurance Services Office Form (“ISO”) CG 00 01 covering CGL on an occurrence basis, including products and completed operations, property damage, bodily injury, and personal & advertising injury with limits no less than $1,000,000 per occurrence. If a general aggregate limit applies, either the general aggregate limit shall apply separately to this project/location (ISO CG 25 03 or 25 04) or the general aggregate limit shall be twice the required occurrence limit. (B) Automobile Liability: ISO Form CA 0001 covering any auto, or if Consultant has no owned autos, hired and non-owned, with limits no less than $1,000,000 per accident for bodily injury and property damage.
(C)Workers’ Compensation insurance as required by the State of California, with Statutory Limits, and Employer’s Liability Insurance with a limit of no less than $1,000,000 per accident for bodily injury or disease.
(D)Professional Liability (also known as Errors and Omissions) insurance appropriate to the work being performed, with limits no less than $1,000,000 per occurrence or claim, $2,000,000 aggregate per policy period of one year.
If the Consultant maintains broader coverage and/or higher limits than the minimums shown above, the City of Salinas requires and shall be entitled to the broader coverage and/or higher limits maintained by the Consultant. Any available insurance proceeds in excess of the specified minimum limits of insurance and coverage shall be available to the City.
OTHER INSURANCE PROVISIONS
The insurance policies are to contain, or be endorsed to contain, the following provisions:

General liability coverage can be provided in the form of an endorsement to the Consultant’s insurance (at least as broad as ISO Form CG 20 10, CG 11 85, or both CG 20 10, CG 20 26, CG 20 33, or CG 20 38; and CG 20 37 forms if later revisions used).

Primary Coverage
For any claims related to this Agreement or the project described within this Agreement, the Consultant’s insurance coverage shall be primary coverage at least as broad as ISO Form CG 20 01 04 13 as respects the City, its officers, officials, employees, and volunteers. Any insurance or self-insurance maintained by the City, its officers, officials, employees, or volunteers shall be excess of the Consultant’s insurance and shall not contribute with it.
Notice of Cancellation
Each insurance policy required above shall provide that coverage shall not be canceled, except with notice to the City.
Waiver of Subrogation
Consultant hereby grants to City a waiver of any right to subrogation which any insurer of said Consultant may acquire against the City by virtue of the payment of any loss under such insurance.
Consultant agrees to obtain any endorsement that may be necessary to affect this waiver of subrogation, but this provision applies regardless of whether or not the City has received a waiver of subrogation endorsement from the insurer.
The Workers’ Compensation policy shall be endorsed with a waiver of subrogation in favor of the City of Salinas for all work performed by the Consultant, its employees, agents, and subcontractors.
Self-Insured Retentions
Self-insured retentions must be declared by Consultant to and approved by the City. At the option of the City, Consultant shall provide coverage to reduce or eliminate such self-insured retentions as respects the City, its officers, officials, employees, and volunteers; or the consultant shall provide evidence satisfactory to the City guaranteeing payment of losses and related investigations, claim administrations, and defense expenses. The policy language shall provide, or be endorsed to provide, that the self-insured retention may be satisfied by either the named insured or City.

2. Insurance must be maintained and evidence of insurance must be provided for at least five (5) years after completion of the Agreement of work.

Verification of Coverage
Consultant shall furnish the City with original certificates and amendatory endorsements or copies of the applicable insurance language effecting coverage required by this Agreement. All certificates and endorsements are to be received and approved by the City before work commences. However, failure to obtain the required documents prior to the work beginning shall not waive the Consultant’s obligation to provide them. The City reserves the right to require complete, certified copies of all required insurance policies, including endorsements required by these specifications, at any time.
Subcontractors
Consultant shall require and verify that all sub-consultants and/or subcontractors maintain insurance meeting all the requirements stated herein, and Consultant shall ensure that Entity is an additional insured on insurance required from such sub-consultants and/or subcontractors.
Special Risks or Circumstances
City reserves the right to modify these requirements, including limits, based on the nature of the risk, prior experience, insurer, coverage, or other special circumstances.

SUBJECT: Preliminary Cost Estimate to Provide Plan Review, Inspection, and Administration Services - New Logistics Facility [REV 2]
Dear Mr. Gonzalves:
TRB and Associates, Inc. (TRB) is pleased to submit this cost estimate proposal to provide plan review, inspection, and administration services support to the City of Salinas on a proposed new logistics facility project. For this project, TRB has assembled a capable team experienced in construction code compliance technical evaluation and consulting. We are available to discuss this proposal in more detail at your convenience.
We would like to confirm that the scope and fee estimate associated with this proposal is based upon general information received via recent discussions.
KEY PERSONNEL
TRB has a team with strong qualifications and attentiveness to quality and schedule. Of note, all of our proposed key team members proposed have provided plan review and inspection services on projects of similar scope and size. Assigning staff with this familiarity and significant relevant experience and knowledge will ensure that project deliverables will be completed in a timeframe suitable to the City. Please note that an accounting of and resumes for our proposed key individuals are available upon request.
SCOPE OF WORK
Project Understanding
TRB understands that the City is seeking support from a qualified firm to perform a construction code compliance plan review, inspection, and administration of this project. Table 1 below reflects elements and areas of the project understood to be considered in this scope of work. We also understand that construction is expected to start in the Fall 2024 timeframe and be completed in the June 2026 timeframe (approximate 18-month duration).

It is understood that the project is to be reviewed and inspected for adherence to current California Building Standards Codes covering life safety, disabled access, structural, energy conservation, green building, plumbing, mechanical, and electrical provisions; as amended and adopted by the City of Salinas. • California Building Code
• California Plumbing Code
• California Mechanical Code
• California Electrical Code
• California Energy Code
• California Green Building Standards Code
Please note that provisions regulated and enforced by Planning, Engineering, Fire, Public Works, Health Departments; and/or other authorities normally outside the jurisdiction of a municipal Building Department would be considered additional scope items. Services rendered in these disciplines would be considered additional cost items, and would be billed on a Time-and-Materials basis, in accordance with the enclosed Table 3 Fee Schedule.
Project Management / Coordination
Our approach to this engagement is centered on using experienced staff and fostering open communication between our firm, the City, and other project stakeholders, as directed by the City. Shortly after project notice to proceed, we would recommend holding a teleconference with all appropriate stakeholders to verify project expectations, deliverables, scheduling, and logistical considerations. Throughout this engagement, we would like to confirm that our key/lead team members will be accessible to staff. We understand that maintaining clear communication is essential for helping ensure that decisions are made in timely manner. • As part of our approach, we have budgeted time for key staff to attend monthly check-in/coordination meetings with project stakeholders to ensure alignment on code interpretation, staffing and project schedule needs.
TASK 1.0: Code Compliance Plan Review
It is understood that the goal for this task is to provide a thorough code compliance plan review of the project design to ensure adherence to current California Building Standards, as amended and adopted by the City of Salinas. Our proposal covers a total of three cycles of code compliance plan review for the project.
Process / Approach
Plan documents for each structure will be reviewed and a finding issued in punch-list style or electronic format (e.g. ProjectDox, Bluebeam, etc.) of the City’s choosing, identifying elements which may require updating/modification as a result of adopted present-day codes and standards. All findings provided will include specific reference to the source code and/or standards provision(s), as well as justification(s) for each project requirement noted. TRB will maintain complete records related to all plans, calculations, and documents received.

City of Salinas
Proposal to Provide Plan Review, Inspection, and Administration Services – New Logistics Facility [REV 2]
We understand that we would be working directly with the City team to ensure that the project is evaluated to all applicable standards. To track and address any issues that may arise during document review, TRB will implement a code interpretation forum between our plan reviewers and the City team to help ensure open communication among project stakeholders is maintained.
We also understand that the timeline for providing review deliverables is yet to be finalized. To confirm, all timeline requirements will be coordinated with the City team. In general, TRB is prepared to review to the following turnaround timeframes:
• Standard Submittals: 15 to 20 working day turnaround for initial review, 10 to 15 working day turnaround for subsequent (resubmittal) reviews.
• Deferred Submittals, RFIs, ECNs and other Revision-Related Submittals: 5 to 10 working day turnround.
Please note that for large/complex deferred and revision-related submittals, extended review timeframes may apply, and would as be mutually agreed upon prior to commencement of review. • Expedited: As an alternate, expedited review timeframes may be accommodated based upon staff availability.
Expedited review timeframes and associated additional cost would be as mutually agreed upon prior to commencement of review.
Deliverables
Our office will present its observations, findings, and opinions/recommendations in a written summary report and/or ProjectDox. The report will itemize reviewed documents relevant to any observations/recommendations made. TRB is prepared to discuss potential recommendations and timeline considerations.
It is presumed that after delivery of each plan review report, a teleconference meeting may be hosted by the City as a forum for project designers to discuss plan review findings. As part of this task, TRB staff will be available to participate in any such teleconference meeting.
Throughout this engagement, TRB staff will be available to answer general follow up questions related to review findings. In the case where the project scope changes significantly or consultation results in review of alternative schemes, TRB will notify the City for approval to proceed on a time-and-materials basis.
Assumptions
• All applicable plans and record documents necessary for review will be furnished by the City. • Separate Permit Submittals associated with the project (e.g. Tenant Improvement, Conveyor System Installation packages, etc.) would be considered additional cost items, and would be billed on a Fixed Fee basis at 45% of the City Plan Review Fee.
• Deferred Submittals, RFIs, ECNs and other Revision-Related Submittals would be considered additional cost items, and would be billed on a Time-and-Materials basis, in accordance with the enclosed Table 3 Fee Schedule. • Expedited Reviews would incur the following additional costs:
o Expedited Separate Permit submittals would be billed on a Fixed Fee basis at 67.5% (45% x 1.5) of the City Plan Review Fee.
o Expedited Deferred Submittals, RFIs, ECNs, and other Revision-Related submittals would be billed on a Time-and-Materials basis at expedited rates, in accordance with the enclosed Table 3 Fee Schedule. • Alternate Materials and Methods Request (AMMR) Evaluations. For other than review of the initial PBDA (Performance Based Design Approach) AMMR submittal document, AMMR evaluations would be considered additional cost items, and would be billed on a Time-and-Materials basis, in accordance with the enclosed Table 3 Fee Schedule.
• TRB Scope excludes fire suppression, grading, drainage, supporting infrastructure and site-work specific elements outside of the building footprints.

TASK 2.0: Building Inspection
It is understood that the goal for this task is to provide a thorough code compliance inspection of the project to ensure adherence to approved plan document and current California Building Standards, as amended and adopted by the City of Salinas. It is also understood that the anticipated construction timeline for the project is 18 months.
Process / Approach / Deliverables
TRB is prepared to provide onsite inspection staffing at the project site once mobilization and/or a notice to proceed is issued by the City. TRB is proposing to furnish two (2) Inspectors onsite five (5) days per week during construction activity on the project. Our field inspectors are prepared to perform all code-mandated inspections as well as those which may be designated specifically by the City, and review change orders / engineering change notices, information requests and similar documentation to verify that any field changes which may have a code implication are reviewed for code compliance by plan review staff as necessary.
Our field inspectors will maintain daily and weekly inspection activity records, and are prepared to take photo documentation only if requested and cleared by the City. Our inspectors will also be available to review the qualifications of and work with Special Inspectors on the project. Our team will review the special inspectors’ daily reports to ensure that all special inspection duties are being fulfilled.
On occasion, additional inspection assistance may be required, particularly when a project is accelerated. Our Project Manager will assess staffing needs and check in with City staff on a regular basis to ensure that an appropriate presence is maintained at the project site.
We understand that in this function, our primary responsibility is to ensure compliance with building codes and standards as adopted by the City. Our team will coordinate with the project applicant team to quickly resolve any open code-related items which may come up through issuance of correction notices, holding discussions with the project team, City, and other applicable stakeholders, as appropriate. We encourage frequent, regularly scheduled check-in discussions with applicant and designer teams as a tool to help ensure alignment on technical and schedule considerations throughout the project.
Inspection Requests
As an option, in coordination with City, we are prepared to issue our “Inspection Request and Holdpoints” handout which details the process for making and fulfilling inspection requests. This includes information on what format requests are made, how much advance notice is required, what type of plan information is required at each inspection location, and expected signoffs prior to project elements being eligible for inspection (such as special inspector signoff).
Onsite Logistical Requirements
TRB is presuming that the following logistical considerations are to be fulfilled by the project owner team:
1. A furnished office / desk location large enough for two (2) persons at or near the project site.
2. Secure high-speed internet access at the project office.
3. Active wireless cell phone signal reception.
4. Access to and/or provisions for bottled water and maintained restroom facilities.
5. Work space to include climate control, both heat and air conditioning.
Assumptions
• 5-days per week primary and secondary inspector coverage (i.e. 2 full-time onsite inspectors). • A project construction duration of 18 months, as measured from date of first inspection to date of passed final inspection.
• Scope excludes fire suppression, grading, drainage, supporting infrastructure and site-work specific elements outside of the building footprint.

TITLE: SB 1 ROAD REPAIR AND ACCOUNTABILITY ACT – FY 2026/27
PROJECTS
RECOMMENDED MOTION:
A motion to approve a resolution adopting a list of projects for Fiscal Year 2026-27 funded by Senate Bill 1, The Road Repair and Accountability Act of 2017.
EXECUTIVE SUMMARY:
Senate Bill 1 (SB 1) provides funding for roadway maintenance. The City is expecting to receive approximately $4.55 million to aid in roadway maintenance. As part of the funding requirement, the City Council must approve a resolution adopting a list of projects for the coming fiscal year.
The roadway maintenance list for SB 1 for Fiscal Year 2026-2027 includes the Year 3 pavement projects approved as part of the 5-Year Roadway Preservation Street List, the annual road repair program and other ongoing projects.
BACKGROUND:
SB 1, the Road Repair and Accountability Act of 2017 was passed by the California Legislature and signed into law by Governor Jerry Brown in April 2017 to address the significant transportation funding shortfalls statewide. Funding is allocated annually on a per capita basis.
Revenues for cities will come out of the Road Maintenance and Rehabilitation Account (RMRA) where cities are expected to prioritize repairing their existing infrastructure first before having some additional flexibility for those funds for other transportation needs. SB 1 will provide Salinas an estimated $4.55 million for roadway repairs in FY 2026-27.
In FY 2025-26, the City’s SB 1 funds were budgeted among Street Preventive Maintenance Program (CIP 9981), Williams Road Streetscape (CIP 9071), and Boronda Road Congestion Relief Project – Phase 1 (CIP 9510). To continue receiving SB 1 funds in the next fiscal year, the City must submit a Council-approved resolution with the City’s roadway maintenance and rehabilitation project list to the California Transportation Commission (CTC) by July 1, 2026. The proposed list has been selected based on the 5-Year Pavement Preservation Street List approved Page | 2
by City Council in June 2024 (Resolution No. 23031). Table 1, below, identifies the proposed projects that will be funded in-part or solely with FY 2026-27 Road Maintenance and Rehabilitation Account revenues:

7. Add the classification of Airport Director to the Department Directors Compensation Plan; and
8. Add the classification of Deputy City Manager/City Clerk to the Department Directors Compensation Plan
EXECUTIVE SUMMARY:
Staff recommends that the City Council approve the attached Resolution to modify the Classification – Salary Schedule by adding the new classifications listed above and reclassify the Police Services Technician series to Police Services Specialists. The Resolution also adjusts salaries for the classification series and aligns classifications with appropriate bargaining units.
Page | 2
BACKGROUND:
In 2024, the City Council authorized a $7,000 recruitment and retention incentive to support hiring efforts for two classifications with the Police Services Records Division. The City also increased the salary range to improve recruitment while conducting a study of the Police Service Technician series.
The Police Service Technician series currently includes:
Police Services Technician
Senior Police Services Technician
Supervising Police Services Technician
Filling the entry level Police Services Technician position has been the primary challenge. This classification is typically filled externally and requires a background investigation. Senior and Supervising positions are usually filled internally. Notably, the Senior Police Services Technician does not work in the Records Division.
CPS HR Consulting Services was engaged to conduct a comprehensive classification study of the three positions. The study included position questionnaires and interviews with incumbents, supervisors, and managers.
The study recommends retitling the Police Service Technicians to Specialists to better reflect the specialized nature of the work as listed below:
Police Services Technician → Police Services Specialist I/II Senior Police Services Technician → Police Services Administrative Specialist Supervising Police Services Technician → Supervising Police Services Specialist The current base salary remains for the Level I, with 10% salary differentials for Level II, Supervising, and Administrative Specialist classifications.
The Records Division currently has five vacancies. Staff anticipate that the proposed actions will have a positive impact on recruitment and retention.
New classifications:
Airport Director: This new position reflects the complexity, scope and strategic importance of the Airport. As aviation activity, regulatory requirements, capital investment and economic development opportunities continue to row, the City requires a higher-level leadership position. This role would carry expanded responsibilities for strategic planning, regional partnership development, capital improvement programing and emerging opportunities.
Deputy City Manager/City Clerk: This position will strengthen the executive capacity, improve organizational coordination and enhance the City’s ability to implement its strategic priorities effectively. As the operations have grown increasingly complex, the demands on the City Manager’s office have expanded beyond the current capacity. This position would provide essential support to Page | 3
the City Manager and Assistant City Manager by enhancing the leadership depth within the organization.
Bargaining Unit movement:
The Investigative Specialist is a non-exempt classification and aligns more appropriately with the SMEA unit.
The Crime Analyst and Stormwater Compliance Inspector will be moved to SMEA as nonexempt positions. During the FY 25-26 budget process, the City Clerk was moved from the Confidential Management Unit to the Department Directors Unit. Staff now recommends moving the Assistant City Clerk to the Confidential Management, effective July 1, 2026 to reflect the level of responsibility, including serving as Acting City Clerk when needed.
These unit changes would take effect in the first full pay period following Council approval, unless specifically indicated as effective July 1, 2026.
The proposed action supports the City Council 2025 Strategic Goal of City Services, ensuring fiscal responsibility and finance management along with high quality customer service.
DEPARTMENTAL COORDINATION:
Human Resources and Finance coordinated with the Police, Public Works, and Administration Department in this effort.
FISCAL AND SUSTAINABILITY IMPACT:
Adjustments to the Police Services Specialist series represent an annual increase of approximately $36,441 and were factored into the FY26-27 budget.
The bargaining unit movements have an approximately cost of $92,260 and was factored into the FY 26-27 budget
