FROM: SAMUEL KLEMEK, FIRE CHIEF
TITLE: AUTHORIZATION TO SUBMIT FY 2025 ASSISTANCE TO FIREFIGHTERS GRANT APPLICATION FOR LIFEPAK 35 CARDIAC MONITORS RECOMMENDED MOTION:
A motion to approve a Resolution authorizing the Salinas Fire Department to submit a Fiscal Year 2025 Assistance to Firefighters Grant application for 11 Stryker LIFEPAK 35 cardiac monitor/defibrillators.
EXECUTIVE SUMMARY:
The Fire Department is seeking authorization to apply for FEMA Assistance to Firefighters Grant (AFG) funding to replace 11 aging LIFEPAK15 cardiac monitor/defibrillators with Stryker LIFEPAK35 units. The estimated project cost is $732,000. Based on the AFG ten percent cash match requirement for Salinas, the estimated federal share would be approximately $665,455 and the estimated City match would be approximately $66,545, subject to final pricing and award terms.
BACKGROUND:
The FY 2025 AFG Program provides direct financial assistance to eligible fire departments to equip and train emergency personnel, improve operational efficiency, promote interoperability, and enhance firefighter and public safety. The program’s Operations and Safety category includes equipment that supports emergency response and responder safety. The Salinas Fire Department provides Advanced Life Support response and uses cardiac monitors on high-acuity medical incidents including cardiac arrest, respiratory failure, trauma, and other critical events. The Department typically responds to more than 12,500 medical calls annually, and the LP35 monitor narrative identifies 124 cardiac arrest calls in 2025. The Department’s existing LIFEPAK 15 devices are aging and approaching or exceeding manufacturer-recommended service timelines. Continued reliance on aging monitors increases the risk of malfunctions, downtime, repair costs, delayed care, and inconsistent fleet operations. The Department requested this replacement during the City’s budget cycle, but the project was not funded due to competing fiscal priorities. The local cost share for jurisdictions serving 20,000 to 1,000,000 residents is 10%, which the department will need to cover should the grant be awarded.
