COVER LETTER
Dear City of Salinas Selection Panel,
We are thrilled with the opportunity to create a monumental landmark artwork for the Skyway - Alisal Roundabout.

While our attached portfolio demonstrates our technical capacity and experience managing large-scale public art commissions, we are writing to express why this specific opportunity resonates so deeply with our team at Farallon Design.

We see this project as a rare opportunity to create a highly visible and culturally resonant sculptural group that reflects the identity, diversity, and vibrancy of the Alisal community. With our strong presence across California, we have developed a deep understanding of its unique regions and dynamic communities. The challenge of creating a landmark that serves as both a point of arrival and a symbol of civic pride is deeply inspiring. Through our work across the state, we have created spaces that celebrate local heritage while fostering a sense of connection and wonder for those who encounter them.

At the Skyway - Alisal Roundabout, the artwork we envision will serve as a striking focal point for all who pass through the intersection. It is essential that the composition maintains strong visibility from all directions and at varying speeds of travel, while remaining engaging at a human scale. By creating a dynamic, volumetric sculpture enriched with vibrant, enduring mosaic surfaces, the installation will transform the roundabout into a memorable and uplifting landmark, both day and night.

Bringing diverse materials together to create durable, meaningful public artworks is central to our practice.

Working between our studios in San Diego and Chico, our team has developed extensive experience in designing and delivering complex, large-scale sculptural installations. For this project, we understand the importance of long-term durability, low maintenance, and resilience within a high-traffic urban environment. By combining robust structural systems with highly durable mosaic materials, we ensure that the artwork will retain its vibrancy and integrity over time, with minimal maintenance requirements.

We have successfully completed numerous public art projects throughout California and maintain a strong record of delivering projects on schedule and within approved budgets. Farallon Design has no history of litigation related to our projects. We are fully registered with DIR and SAM for public works compliance and will obtain a City of Salinas business license upon selection.

In the case that we are selected amongst the shortlisted artists, we would be excited to collaborate closely with City staff, stakeholders, and the Salinas community, listening carefully to input, adjusting our proposal and associated costs if needed. We’re looking forward to developing a final design that not only complements the site and surrounding infrastructure, but becomes a meaningful and inspiring landmark for generations to come.

Thank you for considering our application.

Warm regards,
Maria Titova
Executive Director / Lead Artist

“Kaleidoscope of Life” - Mosaic Sculptural Group Design Concept Skyway-Alisal Roundabout Monument - Mosaic Sculptural Group Proposal© 2026 Vision and Thematic Narrative The proposed "Kaleidoscope of Life” is a dynamic, monumental sculptural group that serves as a vibrant gateway and a visual poem to the community’s evolving identity. At the core of this design is the motif of the kaleidoscope, represented through the brilliantly colored, overlapping circular panels. A kaleidoscope inherently relies on an array of distinct, individual pieces coming together to create a unified, beautiful whole. Here, it symbolizes the rich cultural diversity of the Salinas community, as well as the continuous, fluid nature of its change.

Just as a kaleidoscope requires the active turn of a hand to shift its pieces into a new picture, "Kaleidoscope of Life" represents the profound power of action. It serves as a reminder that both the individual and the community as a whole possess the agency to change their circumstances for the better. This concept gently echoes the literary heritage of the region, specifically John Steinbeck’s East of Eden and its central philosophy of Timshel ("thou mayest"). It is a subtle but powerful sub-context reminding viewers that everyone holds the power of choice to consciously shape their own pathway into the future.

The Central Focal Point: The California Scrub Jay Rising from the center of the kaleidoscopic medallions is the sculptural focal point of the monument:
the California Scrub Jay. A familiar and deeply rooted local species, the Scrub Jay was selected for its remarkable intelligence and adaptability observed in nature. The bird is captured in a dynamic pose, actively taking flight with its wings fully spread. This upward, kinetic movement represents an uplifting spirit of optimism and a collective motion toward a brighter future. Furthermore, this soaring gesture creates a direct geographical and thematic connection to the nearby municipal airport, celebrating the region's connection to flight and progress.
“Kaleidoscope of Life” - Mosaic Sculptural Group Design Concept & Maintenance Statement Aesthetic Approach and Visual Impact Style-wise, the entire sculptural group is designed with a bold and eclectic approach. The vividly colored mosaic circular panels intentionally incorporate geometric patterns and motifs inspired by the traditional crafts of the region's indigenous people. These ancestral patterns are woven together with bold, vibrant colors that represent the many distinct cultures, social groups, and generations that make up the fabric of Salinas today.

As a roundabout centerpiece, the artwork is engineered to be highly visible and engaging from 360 degrees, reading clearly to both passing vehicular traffic and pedestrians.

During the day, the highly textured, custom mosaic finishes will catch the brilliant California sunlight, highlighting the intricate craftsmanship and natural beauty of the Scrub Jay. As the sun sets, the monument transforms. The nighttime view of the sculpture features strategic illumination that allows the kaleidoscopic panels to glow vibrantly against the dark sky, ensuring the monument remains a continuous, guiding beacon of hope, diversity, and community resilience around the clock.

TECHNICAL APPROACH and TIMELINE
I. Alignment with City Vision and Community Goals
“Kaleidoscope of Life” is intentionally designed to align with the City of Salinas Public Art Master Plan, the Alisal Vibrancy Plan, and the Alisal District Identity Master Plan by creating a highly visible, culturally resonant gateway that reflects the identity, diversity, and resilience of the Alisal community. The monument transforms the roundabout into a meaningful place marker, reinforcing a sense of arrival while contributing to neighborhood pride and cohesion.

Through its kaleidoscopic composition of interwoven colors, materials, and patterns inspired by regional and cultural traditions, the artwork celebrates the richness of the community and the strength found in its diversity. The upward movement of the California Scrub Jay introduces a narrative of growth, adaptability, and forward momentum, the values that closely reflect the aspirations of the community and the City’s vision for revitalization.

The design prioritizes durability, low maintenance, and clear visibility from all approaches, enhancing both safety and long-term sustainability. By combining strong visual impact with layered cultural symbolism, the installation fosters connection, encourages positive identity, and contributes to a welcoming and vibrant public realm.

COST PROPOSAL

Scope Clarification & Allowance Statement
The budget below reflects a comprehensive design-build approach in alignment with the RFP requirements.

Costs associated with site infrastructure, including concrete foundation, electrical systems, and landscape work, are included as planning-level allowances based on comparable public infrastructure projects and anticipated site conditions.

Due to the specialized nature of these trades and their dependency on site-specific engineering, permitting, and utility coordination, these costs are expected to be re fined through contractor bidding and City coordination during the final design phase.

It is anticipated that licensed civil, electrical, and landscape contracto rs will perform this work. The Artist Team will coordinate design integration, layout, and installa tion requirements to ensure seamless incorporation of the artwork with all site systems.

The Artist Team’s scope includes artwork fabrication, delivery, and installation , along with on-site supervision and coordination, but does not assume direct self-performance of major civil, electrical, or utility construction unless otherwise required by contract.

The Artist Team welcomes the opportunity to collaborate with City-procured contractors for these infrastructure components to optimize cost efficiency, streamline permitting, and align with municipal construction standards.

EXPERIENCE
Northern California Expansion
2019 - PRESENT
● Full-scale studio opens in Chico, CA to serve the counties of Butte, Orland, Colusa, Shasta and currently the entire Northern CA region. Large-scale community art projects are created for the cities of Oroville, Chico and Redding, including the giant interactive 19-feet tall Dragonfly sculpture created for Caldwell Park and the ongoing Oroville Art Wall mosaic mural, depicting flora and fauna along the Feather River. At over six-hundred feet in length, it will be the largest of its kind in the country.
● Completed projects include sculptural metal work, stained glass windows, and free standing mosaic sculptures, combining the best engineering and construction practices with a creative artistic blend of traditional and innovative techniques. ● Multiple partnerships with schools support the growing request for beautification and creativity in the educational school system, resulting in the installation of eleven mosaic welcome signs and murals at the school sites across Butte, Orland and Tehama Counties.

Rebuilding Paradise
2018 - 2024
● In the aftermath of the devastating Camp Fires, our team was called in by the Butte County Office of Education to help rebuild the city of Paradise, CA, bringing art and healing to hundreds of students and families.
● Design and consistent branding development for every school in Paradise School District, following along with permanent art installations created with students. ● Collaboration with architects and design-build teams on new schools construction and beautification.

ACHIEVEMENTS
Healing Art
● The “Children’s Rainforest” was one of our first multi-year projects with several levels of community engagement and connection. This transformative initiative for the Kaiser Permanente Hospital began in 2004 with an obvious need to revitalize the entire floor of the children’s cancer wing, which was utterly dull and institutional. We partnered with the Success Optimist Club and the San Diego Zoo to bring therapeutic art experiences to cancer patients and their parents, resulting in the installation of multiple mosaic panels, stained glass windows and ceiling murals in all of the patient rooms.
● The program’s success brought partnerships with Rady’s Children Hospital with the construction of the ‘Little Tree & Friends' healing garden - an interactive space with whimsical fantasy of mosaic animals and translucent butterflies. Formed from steel, stained glass and fiber-glass reinforced concrete.
● Children’s Hospital in Madera, Central California - design and development of the new Paramount Farms wing, including installation of 20ft long 3D mosaic panels.

Valley of Mosaics
● We worked with the City of Imperial to create numerous mosaic artworks that transformed the entire city after the destruction from the earthquake in 2010. Along with over a hundred smaller projects, completed projects include large-scale welcome signs, sculpture garden, and stained glass bus stops.
● Projects created in collaboration with the Desert Museum, Ocotillo Wind Energy company, numerous school sites across the entire Imperial Valley.
