TITLE: MEASURE G SUBCOMMITTEE PUBLIC REPORT ON FY 2025 INDEPENDENT AUDIT RECOMMENDED MOTION:
A motion to receive and accept the Measure G Subcommittee Public Report on the FY 2025 Independent Audit.
EXECUTIVE SUMMARY:
Pursuant to section 32-94 of the Measure G Ordinance, the Measure G Oversight Committee shall appoint a subcommittee, consisting of three members to review the 2025 independent audit.
Additionally, the Measure G Ordinance states that the annual independent audit must be provided to the subcommittee for review and the subcommittee will subsequently issue a public report to City Council. The Annual Comprehensive Financial Report (ACFR) was issued by the City’s independent auditors in January of 2026.
BACKGROUND:
The Measure G Subcommittee was originally scheduled for appointment on January 15, 2026. However, the meeting was postponed due to the lack of a quorum, and the appointment was rescheduled for March 26, 2026. At the March meeting, the Subcommittee approved the formation of a three-member subcommittee consisting of Field, Mendoza, and Salmina. Following their appointment, the Annual Comprehensive Financial Report (ACFR) was provided to the subcommittee for their review and evaluation.
Beyond presenting the full audit report, staff supplemented their evaluations and recommendations with additional relevant data. Recognizing the technical nature of this information, staff also organized a meeting to address any questions the subcommittee might have. The subcommittee conducted an independent review of all materials provided, carefully analyzing the supporting documentation. Following this thorough review, the subcommittee compiled the final report for submission.
This Audit Summary presents the Fiscal Year 2024-25 data for Measure G in the City of Salinas. It includes revenues, expenditures, funded projects, services, and positions, and was prepared for public review by the Measure G Oversight Committee. The report offers an overview of key financial and operational highlights to ensure transparency and accountability.
The subcommittee presented their report to the Measure G Oversight Committee at the July 30, 2026, meeting and is included as an Attachment to this staff report. At the meeting, the subcommittee noted the thoroughness of the information provided by staff, a collaborative and responsive process, and transparency on behalf of the City. In the attached Audit Summary, the subcommittee detailed how Measure G funding was expended, noting specific details including operating expenditures by department, positions funded, and projects moving forward. The subcommittee concluded the following:
Based on the audited financial statements and the supporting project and staffing information supplied by the City, Measure G revenue was used for City operations, public safety, streets and sidewalks, parks and recreation, community development, homelessness services, debt service and capital improvements. The FY 2024-25 report demonstrates substantial service delivery and infrastructure activity. Continued project-level reporting will make the connection between tax revenue and neighborhood results clearer to the public.
