RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT NO. 3 TO THE AGREEMENT FOR PROFESSIONAL SERVICES WITH WILLDAN ENGINEERING TO INCREASE THE TOTAL COMPENSATION AMOUNT TO $789,400 WHEREAS, the Code Enforcement Division relies on outside technical professionals to ensure appropriate resources are available to support their divisional objectives of addressing violations, including nonpermitted vendors; and WHEREAS, contracting for these services allows for the scaling up of experiences technical staffing to be able to respond in a timely manner; and WHEREAS, through a Request for Qualifications (RFQ) process Willdan Engineering demonstrated extensive knowledge and experience in providing technical services to code enforcement department for multiple jurisdictions in California and employ staff that have the requisite certification, training, and experience to perform the technical work required to meet the City’s needs; and WHEREAS, in June 2024, based on RFQ recommendations, the City Council authorized the execution of an Agreement for Professional Services with Willdan Engineering for professional services for Fiscal Year 2024-25 in an amount not to exceed $250,000 and a term of June 30, 2027; and WHEREAS, there is continued need to rely on outside technical staff and services to address after hours, weekends, support in proactive enforcement and special events work, and vendor enforcement; and WHEREAS, on March 25, 2025, the City Council approved Amendment No. 1 (Resolution 23214) to the Agreement to increase the total not to exceed compensation amount from $250,000 to $295,000; and WHEREAS, on July 1, 2025, City Council approved Amendment No 2. (Resolution 23299) for a not to exceed compensation amount of $595,000 to maintain the same level of code enforcement support through Fiscal Year 2025-2026; and WHEREAS, a third amendment is needed to sustain the current level of code enforcement support through Fiscal Year 2026-27 by increasing the contract amount by $194,400, as approved in the 2026-2027 Operating Budget; and WHEREAS, all other covenants, terms, and conditions set forth in the Agreement and not amended by this Amendment shall remain in full force and effect as if fully set forth herein WHEREAS, the City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378). Any subsequent projects resulting from this action will be assessed for CEQA applicability.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council authorizes the City Manager to execute Amendment No. 3 to the Agreement for Professional Services with Willdan Engineering to increase the total not to exceed compensation amount to $789,400 for to expand code enforcement capacity.
