DATE: SEPTEMBER 1, 2026
DEPARTMENT: PUBLIC WORKS
FROM: DAVID JACOBS, P.E., L.S., PUBLIC WORKS DIRECTOR BY: ADRIANA ROBLES, P.E., C.F.M., CITY ENGINEER JONATHAN HERNANDEZ, ASSISTANT ENGINEER TITLE: PROJECT ACCEPTANCE OF THE GARNER AVENUE BUS BULB OUT, CIP NO. 9503 RECOMMENDED MOTION:

A motion to approve a Resolution accepting the Garner Avenue Bus Bulb Out, CIP No. 9503 for maintenance and responsibility.

EXECUTIVE SUMMARY:

On December 1, 2025, the City of Salinas awarded a contract to FBD Vanguard Construction, Inc. for the construction of the Garner Avenue Bus Bulb Out, CIP No. 9503 (“Project”) in the amount of $219,375. One contract change order was issued decreasing the total project cost to $173,334. Construction began on March 23, 2026, with the contract having a total of 70 working days. On May 28, 2026, the project was deemed complete.

BACKGROUND:

On December 6, 2022, City Council adopted the Salinas Safe Routes to School (SRTS) Plan which identified needs and recommendations for infrastructure projects and programs that support walking, bicycling, and carpooling to 45 schools in Salinas. Prior to the adoption of the SRTS Plan, City staff received a request from the Alisal Union School District to evaluate the intersection of Garner Avenue at Pacific Avenue/Acosta Plaza. Staff conducted an analysis of the intersection and determined that in accordance with the City’s crosswalk policy a marked crosswalk could be installed. City staff developed a conceptual design for the ultimate improvements, applying the design guidelines from the City’s crosswalk policy and the Americans with Disabilities Act (ADA) requirements. Additionally, two Monterey-Salinas Transit (MST) bus stops are located at the intersection and need to be considered as part of the design. Staff coordinated with partners at MST and the Alisal Union School District to develop a conceptual design that worked for each stakeholder. The project was estimated at $250,000. At the time, insufficient funds prevented the project from moving forward. In September 2022 and as an interim solution to the concerns from the school district, all way stops were installed at the intersection of Garner Ave at Pacific Ave/Acosta Plaza through Resolution No. 22471.

On April 18, 2023, City Council adopted Resolution No. 22644 approving appropriation of American Rescue Plan Act (ARPA) funds for the improvements at the Garner Avenue and Pacific Avenue/Acosta Plaza intersection. Using the On-Call Services Master Agreement for Professional Services, the City awarded a contract to Wallace Group for the development of plans, specifications, and estimates (PS&E). Due to the depletion of ARPA funds, there were insufficient funds in the account for the project’s construction. Staff requested Transportation Agency for Monterey County (TAMC) allocation of Regional Surface Transportation Program (RSTP) Fair Share funds in the amount of $500,000 to be used towards the construction of the project. On August 27, 2025, the TAMC Board approved the allocation of funds. The requirement for the grant was to build infrastructure that improved the safety of all road users by improving access to disadvantaged communities and encouraging biking and walking. The Garner Avenue Bus Bulb Out project met the grant requirements by proposing to construct bulb outs at the southeast and northwest corners of the intersection of Garner Avenue and Pacific Avenue/Acosta Plaza with the intent to reduce pedestrian crossing, improve pedestrian safety, and increase visibility as well as providing near-side in-lane transit stops for MST.

On September 12, 2025, the City advertised the Garner Avenue Bus Bulb Out project through a competitive bid processed and opened bids on October 14, 2025, receiving six (6) bids with FBD Vanguard Construction, Inc. being the lowest bidder. On December 1, 2025, the City awarded a contract to FBD Vanguard Construction, Inc. for the construction of the Garner Avenue Bus Bulb Out in the amount of $219,375. One contract change order was issued to eliminate a new inlet resulting in a decrease in the project cost to $173,334.

The contract established that the contractor should complete the work within 70 working days. Construction began March 23, 2026, and was completed on May 28, 2026, within contract time and budget.
