EXECUTIVE SUMMARY:
On August 12, 2025, City Council awarded a contract to Teichert Construction in the amount of $297,839 for the construction of the Coventry Street and Victor Street Traffic Calming Devices, CIP No. 9163. Construction began on March 9, 2026, with the contract having a total of 40 working days. Throughout the project, there was a total of three (3) contract change orders that resulted in an increase of total project costs to $336,904.61, as well as an extension of contract working days to 50 days. On April 24, 2026, the project was considered substantial complete with final punch list items completed on July 14, 2026.
BACKGROUND:
On March 7, 2023, and April 9, 2024, City Council approved a Resolution approving the Neighborhood Traffic Calming Plan for Victor Street and Coventry Street. As part of the plans, a traffic circle on Coventry Street and a raised crosswalk on Victor Street were to be constructed. Due to low interest from contractors bidding on these projects individually, City staff combined the raised crosswalk and traffic circle projects into one, with the intention of adding more incentives to contractors and receiving more bids. On June 3, 2025, the City advertised the project using its On-Call Class A Contractor Services Agreement and opened bids on July 1, 2025, receiving one (1) proposal from Teichert Construction in the amount of $297,839.

Construction began on March 9, 2026, with the contract having a total of 40 working days. During construction, several unforeseen conditions lead to three (3) contract change orders issued, increasing the total project costs to $336,904.61, and increasing the contract working days to 50 days.
