A RESOLUTION OF THE SALINAS CITY COUNCIL APPROVING THE FISCAL YEAR (FY) 2025-26 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT AND AUTHORIZING SUBMITTAL TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WHEREAS, the FY 2025-26 Consolidated Annual Performance and Evaluation Report (CAPER) is an annual report describing eligible projects, programs and activities that were undertaken with United States Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program, CDBG CARES Act COVID-19 (CDBG-CV), Home Investment Partnerships Program (HOME), HOME American Rescue Plan (HOME-ARP), Emergency Solutions Grants (ESG) Program funds for the period of July 1, 2025 through June 30, 2026; and WHEREAS, the FY 2025-26 CAPER summarizes the City of Salinas’ (City) progress in meeting the public service, community development, and affordable housing needs in relation to the 2025-29 Consolidated Plan (Con Plan) and FY 2025-26 Annual Action Plan (AAP) for activities carried out under CDBG, CDBG-CV, HOME, HOME-ARP, and ESG programs; and WHEREAS, the FY 2025-26 CAPER is due to HUD no later than September 28, 2026; and WHEREAS, in accordance with 24 CFR Part 91.105, the City is required to conduct a public hearing each year to obtain citizens’ views on housing and community development needs; and WHEREAS, City’s adopted Citizen Participation Plan (CPP) in accordance with HUD regulations requires a minimum fifteen (15) day CAPER public comment period; and WHEREAS, notices in English and Spanish were published in The Monterey Herald on August 29, 2026, announcing the minimum fifteen (15) day CAPER public comment period beginning August 29, 2026, through September 15, 2026, and advised the public of an upcoming public hearing at the City Council meeting scheduled for September 15, 2026; and WHEREAS, the draft CAPER was also made available to the public on the City’s website; at City libraries, City Hall, and the Community Development Department office building. Additionally, the public notices and draft CAPER were distributed via email to the Community Development Department’s Housing Distribution List and by request through mail or email; and WHEREAS, the City the CAPER was also presented and discussed at the Housing and Land Use Committee on September 8, 2026, and the public was encouraged to provide comments; and WHEREAS, on September 15, 2026, the City Council held a public hearing announced for this purpose and during such public hearing heard and accepted public comments on the FY 2025-26 CAPER; and WHEREAS, the City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council hereby approves the FY 2025-26 CAPER; and BE IT FURTHER RESOLVED that the Salinas City Council hereby authorizes the City Manager or designee, for and on behalf of the City, to submit the FY 2025-26 CAPER to HUD by September 28, 2026.
